Deputy Permanent Representative of China to the United Nations: Military confrontation is not the way out for Ukraine's crisis

China news agency, United Nations, September 12 (Xinhua) Geng Shuang, the Deputy Permanent Representative of China to the United Nations, pointed out in his speech at the Security Council on September 12 when considering the issue of supplying weapons to Ukraine that military confrontation is not the way out for the crisis in Ukraine, but dialogue and negotiation is the fundamental way to restore peace.

On the same day, the Under Secretary General for Disarmament Affairs of the United Nations, Zhong Manquan, made a briefing, saying that in the past few months, the supply of weapons to Ukraine has expanded. At the same time, there are reports of countries transferring weapons to Russia. Undoubtedly, the supply of weapons and ammunition to any conflict situation will cause serious concern, as it may escalate the situation and bring about the risk of weapons dispersal. She stressed that all parties must comply with their international obligations, prevent the illicit transfer of conventional weapons and immediately stop using cluster munitions.

Geng Shuang said in his speech that since the crisis in Ukraine has been postponed, the international community has generally hoped for an early ceasefire and an end to the war. More and more countries have put forward peace initiatives. However, a large number of weapons and equipment are still flowing into the battlefield, and the number of varieties and lethality are increasing, leading to the spread and escalation of ground war, increasing civilian casualties, and the situation into a vicious circle. During the previous deliberations of the Security Council, China has repeatedly expressed its concern and anxiety about this issue.

Geng Shuang said that China expects relevant parties to actively respond to the expectations and calls of the international community, maintain calm and restraint, meet each other, seek consensus and avoid increasing tension. The recently concluded G20 leaders' meeting issued a joint statement, sending a unanimous message on Ukraine. This is the result of the joint efforts and mutual compromise of all parties concerned, and it is also a positive sign that the international community is happy to see. It is hoped that the Security Council can draw wisdom and experience from it, avoid widening differences and antagonism, stimulate more positive interactions, effectively play the core role of the international collective security mechanism, make good use of the tools entrusted by the Charter for the peaceful settlement of disputes, promote the implementation of various peace initiatives, and promote the development of the situation towards peace and stability step by step.

 

Geng Shuang said that on the Ukrainian issue, China has always maintained that the sovereignty and territorial integrity of all countries should be safeguarded, the purposes and principles of the United Nations Charter should be respected, reasonable security concerns of all parties should be paid attention to, and all efforts conducive to the peaceful resolution of the crisis should be supported. We are willing to continue to strengthen dialogue and communication with relevant parties and play a constructive role in promoting the political settlement of the crisis in Ukraine. (End)
