A: Vaccination is the most effective means to prevent and control infectious diseases. The invention and vaccination of vaccines are mankind's greatest public health achievements. The popularization of vaccination has prevented countless children from becoming disabled and dying. Governments all over the world have listed vaccination as the highest priority of public prevention services.

Through vaccination and the implementation of the national immunization program, China has effectively controlled the incidence of vaccines against infectious diseases. Since 1995, China has blocked the transmission of the local poliovirus by taking polio sugar pills orally, which has prevented thousands of children from having physical disabilities; After universal hepatitis B vaccination for newborns, the hepatitis B virus carrying rate of children under 5 years old in China has dropped from 9.7% in 1992 to 0.3% in 2014; In the middle of last century, the annual incidence of measles in China reached more than 9 million, and by 2017, the number of measles cases had been less than 6000; Before the popularization of EPI for children, diphtheria could cause hundreds of thousands of children to get sick every year. After 2006, there was no case report of diphtheria in China. In the 1960s, the highest incidence year of epidemic cerebrospinal meningitis in China was 3.04 million cases, and by 2017, the number of cases had been less than 200; Nearly 200000 cases of encephalitis B were reported in the highest year, and only more than 1000 cases were reported in 2017. The implementation of the national immunization program has effectively protected the health and life safety of children. It is the responsibility of the whole society to continuously improve the quality of immunization services and maintain a high level of vaccination rate.

   Q: What has been done about the unqualified DPT vaccine?

A: On October 29, 2017, the former State Food and Drug Administration and the former National Health and Family Planning Commission issued a notice, instructing the food and drug regulatory departments of Jilin and Hubei provinces to order vaccine manufacturers to earnestly fulfill their product recall responsibilities and timely seal and recall unqualified vaccines. Health and family planning departments in Hebei, Shandong and Chongqing were required to immediately stop using relevant batches of DPT vaccine, and trace the flow direction and use. The former National Health and Family Planning Commission organized relevant experts to evaluate. According to experts' assessment, although some children have been vaccinated with unqualified DPT vaccine, the probability of corresponding disease outbreaks and widespread epidemics in the short term is low because the susceptible population has not formed a significant accumulation.

In March 2018, the Chinese Center for Disease Control and Prevention organized experts to formulate the Technical Scheme for DPT Vaccine Replanting, which was printed and distributed to the Centers for Disease Control and Prevention of Hebei Province, Shandong Province, Chongqing, Changchun Changsheng Company and Wuhan Biological Company. At the same time, experts from the Centers for Disease Control and Prevention of the three provinces were organized to discuss the relevant details and technical requirements of the reseeding, and the Informed Consent Form for DPT Vaccine and the Notice Form for Vaccination were jointly prepared. The health and family planning departments in Hebei, Shandong and Chongqing provinces (cities), in accordance with the requirements of the reseeding notice and the provisions of the technical plan, formulated the implementation plan of the local reseeding work, carried out personnel training, and the reseeding work of children who were not qualified for the DPT vaccine was carried out successively.

   Q: If you have received an unqualified DPT vaccine, what is the standard for replanting?

Answer: DPT vaccine recipients need to be vaccinated once at the age of 3, 4, 5 months and 18 months respectively, four times in total. Carry out replanting according to the principle of informed consent and free of charge. According to the different doses of unqualified DPT vaccine that have been vaccinated, different re inoculation measures are taken. However, considering the increased risk of abnormal reactions caused by re inoculation, the total dose of DPT vaccine for vaccinated children should not exceed 5 doses. The specific procedure is that children who have received one dose of unqualified vaccine should receive one dose of vaccine; For children who have received two doses of vaccine or three doses of unqualified vaccine, they should receive two doses or one dose of vaccine according to the principle that the total dose should not exceed five doses. The vaccination interval shall refer to the local DPT vaccine replanting implementation plan.
