Microsoft: iPerf3 is not recommended for Win10/Win11 system testing network performance

ESnet does not support Windows

ESnet has not officially supported it, nor does it recommend using Iperf3 in Windows 10 and Windows 11 systems, but recommends Iperf2.

Iperf3 runs in simulation on Windows 10/11 system

Iperf3 cannot call the native API of Windows 10/11 system, but uses Cygwin as the simulation layer to run on Windows system.
