1、 Guiding ideology

2、 Working principles
（1） Adhere to the overall planning of the government, and implement the enrollment work at the compulsory education stage as a government responsibility.
（2） Adhere to the principle of being near without examination, and ensure that every school-age child or juvenile receives compulsory education equally.
（3） Adhere to order and standardization, strictly standardize procedures, strictly enforce discipline and accountability, and ensure stability and order.
3、 Admission conditions
（1） Conditions for enrollment of school-age children with household registration in this city
1. Primary school enrolment conditions. All school-age children who have reached the age of 6 (born before August 31, 2018) and meet one of the following conditions:
(1) Having the household registration in Shunyi District;
(2) Having the household registration in other districts of the city, and his parents holding the property certificate of Shunyi District;
(3) Houseless families with household registration in other districts of the city, whose parents have worked and lived in Shunyi District for a long time, meet the conditions of continuously renting in Shunyi District and actually living in Shunyi District for more than 3 years, registering and filing on the housing leasing supervision platform, and one parent has been legally and stably employed in Shunyi District for more than 3 years.
2. Junior high school entrance conditions. Students who have completed primary education and meet one of the following conditions:
(1) Having the household registration in Shunyi District;
(2) Having the household registration in other districts of the city, and completing primary education in Shunyi District;
(3) Have the household registration in other districts of the city, and their parents hold the property certificate of Shunyi District.
（2） Conditions for enrollment of school-age children and adolescents not registered in the city
1. 2. 4、 Admission rules and methods
（1） All school-age children and adolescents who meet the enrollment conditions need to participate in enrollment information collection at the "Shunyi District" port of the "Beijing Compulsory Education Enrollment Service Platform" at the specified time, and go through enrollment registration procedures at the specified time.
（2） The District Education Committee, together with all towns and sub districts, actively and steadily promote the enrollment mode of registration based on the degree supply, household registration, real estate, and length of residence, combining single school enrollment and multi school enrollment. Each school enrolls students according to the announced service scope. Schools with fewer applicants directly accept school-age children and adolescents for enrollment; For schools with more applicants than the number of students enrolled, multiple schools will be allocated to ensure that school-age children and adolescents who meet the enrollment conditions in Shunyi District receive compulsory education on time.
Strengthen the joint review of departments, and the district education committee will jointly review the admission qualification with relevant departments, especially strengthen the review of empty households and actual residences. The residences should be suitable for living, which can ensure the safety of school-age children and adolescents. The planned use of housing should be residential. Basement, semi basement, office space, commercial space, civil air defense space, storage room, aisle room, garage room, illegal buildings, dilapidated houses, undelivered properties, etc. shall not be considered as the qualification conditions for admission.
1. We will continue to keep records of the housing addresses and schools where school-age children and adolescents enter school, and implement "degree restrictions" on the housing addresses used for enrollment, that is, since the year of enrollment, in principle, within 6 years of primary school and 3 years of junior high school, only one admission degree within the service scope of the actual residential address will be provided (except those in line with the national fertility policy). If there is any further demand for admission to the housing site, it shall be coordinated and solved by multiple schools.
2. Take September 1, 2021 as the time node. After this time, school-age children and adolescents from families who have obtained real estate in Shunyi District will be enrolled in school. Multi school zoning will be implemented, and no longer correspond to one school.
3. The property right of the house used for school enrollment must be 100% of the property right of the parents of school-age children (except for the government jointly owned houses). Children and adolescents with household registration in this district can be extended to "four old" (grandparents, maternal grandparents) houses. If the property right of the house is jointly owned by the parents, or the "four old" children with household registration in the district are jointly owned by their parents, it shall be calculated according to the sum of their property rights. If the "four old" real estate is used in school, three generations of grandparents and grandchildren are required to be in the same household register (in rural areas, because agriculture and non-agriculture are not in the same household register, they must be in the same address).
4. Each town and street shall strengthen the supervision on the enrollment of the children of the relocated (replaced) families who have not been relocated, review the actual rental situation of the relevant families, and the district education committee and each town and street shall coordinate the enrollment in their registered permanent residence or in the surrounding areas of the leased residence.
（3） The enrollment of children of talents introduced at district level or above shall be handled in accordance with relevant regulations. Children of martyrs, students from Taiwan, children of overseas Chinese, children of active servicemen and children of national model workers will be given care under the same conditions according to relevant regulations.
（4） Under the same conditions, disabled children and adolescents have priority to attend school nearby within the service scope; According to the degree of disability of school-age children and adolescents, they can apply for admission to special education schools.
5、 Job requirements
（1） Strengthen organizational leadership. The District Education Commission has established a leading group for compulsory education enrollment, with the director of the Education Commission as the group leader, the competent leader of relevant departments as the deputy group leader, and the relevant departments such as the secondary education department, the primary education department, the preschool department, the private department, the planning and construction center, the comprehensive management department, the discipline inspection commission, the office and the recruitment center as members. The district education committee organizes the enrollment work in a unified way and strengthens the guidance, supervision and inspection of the enrollment work of compulsory education schools. Cooperate with the sub district office and the town people's government to organize and urge school-age children and adolescents to enter school at the beginning of the new school year, and do a good job in controlling dropout and ensuring school security.

（2） Implement plan management. Enrollment in compulsory education shall be subject to plan management. All schools should strengthen the prediction of enrollment demand, formulate enrollment plans for primary and secondary schools according to the number of school-age population, the number of graduates and the scale of primary and secondary schools, and report them to the municipal education commission for filing. All schools should not adjust their plans without approval.
（3） Public boarding schools can accept boarding students outside some service areas according to boarding conditions. Public boarding enrollment will continue to implement computer random admission, and students will be assigned according to their wishes. Publicize the enrollment scope, enrollment quota, enrollment method and enrollment list.
（4） Private schools and public schools should register, enroll and register student status simultaneously; If the number of applicants exceeds the enrollment plan, computer random admission will be implemented. Private schools are strictly required to implement the advertising and enrollment brochures filing system, publicly publicize enrollment plans, enrollment scope, enrollment methods, and charging standards, and mainly recruit students from the areas where their approval authorities are located.
（5） Strictly manage student status. Shunyi District uses a unified primary school and junior high school enrollment service system to record every school-age children's way of enrollment. The Beijing Primary and Secondary School Student Status Management Information System will establish new student status based on the primary school and junior high school enrollment service system. 1、 Audit content
For children and adolescents of school-age who are not registered in this city and need to receive compulsory education in this district because their parents (hereinafter referred to as the applicant) work or live in this district, after participating in the information registration, the applicant must go to the neighborhood office or town government where they live for review with their own employment materials, actual residence and residence materials, household register of the whole family, residence permit of Beijing City and other relevant materials.
2、 Audit procedure
（1） Sub district office or town government accepts the application for review
From May 6 to May 31, 2024, the applicant will log in to the "Shunyi District" port of the "Beijing Compulsory Education Enrollment Service Platform", participate in enrollment information collection, and complete the relevant information, which must be true, complete and accurate. Bring relevant materials to the neighborhood office or town government where you live to apply for review within the specified time.
（2） Joint review by relevant departments
The sub district office or town government shall coordinate the review work. All relevant departments shall conduct joint audit according to their responsibilities:
1. The District Human Resources and Social Security Bureau and the District Market Supervision and Administration Bureau are respectively responsible for the employment materials of migrant workers. The District Human Resources and Social Security Bureau is responsible for the labor contract (the name of the labor contract unit is the same as that of the social security payment unit), and the District Market Supervision and Administration Bureau is responsible for the legal representatives, shareholders, partners and self-employed businesses.

3. Shunyi Branch of the Municipal Public Security Bureau is responsible for the residence permit of Beijing.

（3） Sub district office or town government feedback audit results
The neighborhood office or town government where the applicant resides shall inform the applicant of the audit results before May 31, 2024, and log on to the "Beijing Compulsory Education Enrollment Service Platform" to confirm on the primary school enrollment service system or the junior high school enrollment service system.
3、 Audit criteria
（1） Review standard for employment materials of migrant workers
The employment materials for migrant workers must meet one of the following conditions:
1. If the applicant or his/her spouse is employed by the employer and has his/her own house in the district, he/she shall provide the original and copy of the labor contract signed in accordance with the Labor Contract Law, and the Personal Rights and Interests Record of Beijing Social Insurance (Payment Information of the Insured) in Beijing; If the applicant and his/her spouse are employed by the employer and rent a house in this district, they should provide the original and copy of the labor contract signed in accordance with the Labor Contract Law, and they should also provide the Personal Rights and Interests Record of Beijing Social Insurance (Payment Information of the Insured) from October 2023 to March 2024, and at least one party should pay in Shunyi District, The name of the paying unit is the same as that of the labor contract unit, the continuous payment is uninterrupted, and the supplementary payment is invalid.
2. If the applicant or his/her spouse is a shareholder or partner and has his/her own house in the district, he/she shall provide a copy of the filing documents of the relevant market supervision and administration authority operating in Beijing, stamped with the special seal for market subject information inquiry; If the applicant or his/her spouse is a shareholder or partner and rents a house in the district, he/she shall provide a copy of the filing documents of the relevant market supervision and administration authority whose domicile is an enterprise in the administrative region of the district within the validity period before September 30, 2023, stamped with the special seal for market subject information inquiry, And the original and photocopy of the Notification of Taxpayer's Tax related Information Query Results issued by the tax department from October 2023 to March 2024.
4. If the applicant or his/her spouse is a self-employed business and has his/her own house in the district, he/she shall provide the original and copy of the business license for business in Beijing; If the applicant or his/her spouse is a self-employed business and rents a house in the district, he/she shall provide the original and photocopy of the business license registered with the market supervision and administration department of the district within the validity period before September 30, 2023, and the original and photocopy of the Notification of Taxpayer Information Query Results issued by the tax department from October 2023 to March 2024.
（2） Review standard for living materials of actual residence
The living materials of the actual residence must meet one of the following conditions:
1. If the applicant or his/her spouse has his/her own house in the district, the planned use of the house shall be residential (invalid for commercial use and office use), and the original and copies of the House Ownership Certificate or the Real Estate Ownership Certificate registered by the District Housing and Urban Rural Development Commission, the Shunyi Branch of the Municipal Planning and Natural Resources Commission, or the online signing contract for the purchase and sale of commercial houses, and the purchase price invoice must be provided. （3） Family Household Register Review Standard
1. The household register of the whole family can clearly indicate the relationship between the applicant and his spouse and children. If the household register page does not directly indicate the relationship, the birth certificate, marriage certificate and other materials consistent with the household register information shall be provided.
2. The age of children enrolled in primary schools shall comply with the enrollment regulations of that year, and the age on the household register shall be consistent with that on the birth certificate.
（4） Beijing Residence Permit Examination Standards
1. The applicant and his/her spouse must hold a valid Beijing residence permit issued by the Beijing Public Security Bureau.
2. The address of the residence permit in Beijing is consistent with the address of the residential materials of the actual residence.
3. The information of Beijing residence permit shall be printed by machine and invalid if altered.
4、 Job requirements
（1） All town governments and sub district offices should unify their thinking and attach great importance to it, formulate specific work plans, actively coordinate relevant departments, standardize operations, truthfully record audit results, and retain audit materials for one year.

（3） The district education committee should strengthen the guidance, supervision and inspection of enrollment work at the compulsory education stage, and seriously deal with violations of laws and disciplines.

Detailed Rules for the Implementation of the Examination and Approval of Enrollment of School age Children from Houseless Families with Household Registration in Non Shunyi District in 2024

In accordance with the spirit of the document "Opinions of Beijing Municipal Commission of Education on Enrollment in 2024 Compulsory Education" (BJJE [2024] No. 4), to ensure that eligible children of non Shunyi District registered houseless families can receive compulsory education in Shunyi District, this detailed rules are formulated in combination with the actual situation.
1、 Audit criteria
（1） Family Household Register Review Standard
1. The school-age children are registered in non Shunyi District of this city, and at least one of their parents is registered in this city. The household register and other materials can clearly show the relationship between family members. If the household registration page does not directly indicate the relationship, the birth certificate, marriage certificate and other materials consistent with the household registration information shall be provided.
2. The age of children meets the enrollment requirements (born before August 31, 2018), and the age on the household register should be consistent with the age on the birth certificate.
（2） Review standard for actual living materials in Shunyi District
1. Families of school-age children have been renting separately at the same address in Shunyi District for more than 3 years, and have registered on the housing leasing supervision platform for filing, and provided the Receipt of Filing Certificate.
2. Either parent of school-age children has no housing in this city, and there is no housing transfer record in this city within three years. The identification standard of households without housing shall be confirmed with reference to the standard of this city for applying for affordable housing.
3. Parents of school-age children hold standard and effective housing lease contract, rental housing invoice, the owner's Housing Ownership Certificate (or Real Estate Ownership Certificate, housing construction approval certificate, etc.) and the original and copy of the owner's ID card. （3） Review standards for employment materials of migrant workers in Shunyi District
At least one parent of school-age children working in Shunyi District must meet one of the following conditions:
1. 2. Parents of school-age children log on to the "Beijing Compulsory Education Enrollment Service Platform" to query the audit results. If the audit is passed, print the School Age Population Information Collection Form. If the audit is not passed, the district where the household registration of school-age children is located shall ensure that school-age children receive compulsory education according to law.

The District Education Committee shall coordinate the enrollment of school-age children from non Shunyi District registered houseless families who have passed the examination.
