Jinhua deepens "deregulation, management and service" and optimizes the government service environment

On February 23, 2019, Jinhua took the lead in announcing the full implementation of the reform of "cities without certificates" in the country, and handling affairs with certificates has become history ever since; In February 2021, Jinhua City will fully implement the notification and commitment system for certification matters and business licensing matters related to enterprises, and take the lead in creating a very simple and fast approval mode in Zhejiang Province; In April 2021, the country's first digital in-process and post event supervision center will be launched in Jinhua, realizing closed-loop management of the whole chain of "Internet+supervision", "Internet+punishment" and "Internet+credit". In this way, Jinhua has formed a complete work system in deepening the reform of "decentralization, regulation and service", effectively optimized the government service environment, and stimulated the development vitality of market players.

In the first quarter of this year, the market players in Jinhua continued to maintain a rapid growth trend, with a total of 1.313 million households, a year-on-year growth of 17.3%, including 412000 enterprises, a year-on-year growth of 18.42%, and 894000 self-employed households, a year-on-year growth of 16.99%. The growth rate of three indicators ranked first in Zhejiang Province.

Working with certificates has become history

From birth to death, everyone used to have to prove one way or another. Some certification matters even had cumbersome procedures in advance. The masses had to run many times, back and forth, and even across regions. There are also various wonderful proofs and repeated proofs, such as "my mother is my mother" and "I'm still alive", which make the working people laugh and cry.

On February 23, 2019, Jinhua City announced the full implementation of the "certificated city" reform. Zhu Fei, Director of the Municipal Bureau of Justice, said that "a city without certification" means that within Jinhua City, applicants (enterprises and the masses) go to government departments (units), public utilities and service agencies to handle affairs. Instead of having to go to relevant units to issue certificates, applicants can handle certification matters in four ways.

The first way is to cancel the evidence without legal basis directly. The second way is to inform the applicant of his/her commitment. The applicant will make a commitment to the content of the certificate in writing, and the relevant units will strengthen the supervision during and after the event. The third way is data verification. A unified "city without certificate" data query and verification system is established, and the approval service unit can directly query and obtain certification information. For information that cannot be shared in the unified data system, the fourth method - department verification shall be adopted. The approval office shall send a verification request to the certification content owner, who shall immediately verify and feed back the certification content to the approval office.

In this reform, data support is the key. Relying on the achievements of digital reform, Jinhua has broken through the data barrier, established an efficient data sharing mechanism and an "unlicensed city" query and verification system, and organized a data sharing network connecting the provincial level, counties and cities, and departments. Dai Xiaowei, director of the First Business Division of the Municipal Administrative Service Center, said that "data support" has promoted "service bending". By promoting more departments to change from verification items to data verification, the number of data queries in the city increased by 70 last year, including 21 city level data sharing, and the data query rate reached 32.8%.

Since the implementation of the "city without certificate" reform, Jinhua City has cancelled 4052 certificates in total, and all certificates have been handled "without certificate", with 99.99% of the people satisfied with the reform.

What should we do if there is no need to prove that enterprises and people in the city are doing business, but people of Jinhua nationality still need to prove that they are doing business outside the city, or they still need to prove that they are doing business in enterprises? Today, Jinhua's "certificated city" is extending beyond the city and to enterprises.

Ye Guoqing, a Lanxi person working in Shenzhen, was asked by his company to provide a kinship certificate. He logged in to the "Lane-Office" through his mobile phone and took 25 minutes to get the certificate issued by his hometown, Youbu Town. "Previously, I would like to return to Lanxi from Shenzhen. Now I can do it by clicking on my mobile phone, saving money, worry and time." It is reported that there are about 150000 Lanxi nationals working abroad. Relevant departments have checked out more than 80 items of certification for handling affairs outside the city, and all of them have been moved to the "Lane Office" online to handle affairs, so that people who work in Lanxi do not return home.

Create a very simple and fast approval mode

Another important direction for Jinhua to deepen the reform of "cities without certification" is to focus on informing commitments and create a simple and fast approval mode of "promising to do it on the spot, doing it immediately after inquiry, and doing it within a limited time limit after verification".

It is reported that the four ways of "certificated city" reform include informing commitment; The certification matters that were originally handled through departmental verification, which took a long time to be verified by the department, and the matters that the relevant departments thought were controllable risks, were also directly converted into notification commitments. At present, there are 240 items in total. Among the 4052 certification matters cancelled in Jinhua City, the proportion of matters implementing the notification and commitment system increased from 15.1% to 21.1%. This also means that the reform of "cities without certification" will further highlight the two ways of notification commitment and data query.

To apply for the pension of the dependents of workers who died at work, the public security department should provide the "kinship certificate", and the relevant departments should provide the "no source of livelihood certificate for the dependents (over 18 years old)". The settlement of the matter requires the masses to go to multiple departments, involving multiple links such as approval, handling, and review, which will take at least 42 working days. After the implementation of the notification and commitment system, it can be completed within three working days at the earliest, and the time limit for completion has been shortened by more than 90%.

For the approval and payment of one-time benefits for individual account application and urban and rural residents' insurance cancellation registration, the heir should provide the cremation certificate of the deceased and the heir relationship certificate issued by relevant units. After the implementation of the notification and commitment system, all certification materials will be cancelled, and the successor will sign a commitment after the window notification. Through the online verification of data sharing between departments, the application for processing of zero materials will be realized, which will greatly shorten the processing time.

In addition to a large number of certification matters, there are also a large number of administrative matters. Business domicile, construction permit, film screening business permit, fire protection design of construction projects, termite prevention of new buildings... Jinhua City has constantly improved the list of notification commitments, prepared the handling process, improved the service guide, and produced the format text of notification commitment letter for the applicants to obtain and download.

Not long ago, Yongkang Dahanshan Laoyingfeng Tea Plant obtained the food production license, which was the first food production license issued after the local pilot low risk food production license was announced and approved. According to this method, when applying for production license, five types of low-risk food production enterprises, such as grain processing products, starch products, non fermented bean products, tea, sugar packaging, etc., only need to submit an application and a commitment letter for low-risk food production license. The licensing department will no longer conduct on-site verification, and will issue an administrative license for them on the spot to issue a food production license.

Digital empowerment strengthens in-process and post event supervision

Inform that the commitment is not a promise, and the relevant departments will supervise according to data query, online verification, on-site verification and other ways. The relevant person in charge of the Municipal Market Supervision Bureau said that if the simplicity of commercial registration procedures and the reduction of market access threshold reflect the effectiveness of the reform of "deregulation, regulation and service", then "Internet+supervision", "Internet+punishment" and "Internet+credit" are reform measures to solve the problem of how to better "regulate" after "deregulation".

"First, check the credit rating before commitment, and handle the commitment according to the credit rating. Second, implement supervision after commitment, check and urge the commitment person to realize the commitment. Third, if false commitment and breach of commitment are found in the supervision, comprehensive credit punishment will be given." It is reported that Jinhua City has achieved a closed-loop system of "supervision - punishment - credit" in the in-process and post supervision.

In order to further drive the digital reform and promote the standardization, precision and intelligence of government supervision, on April 15, the country's first digital in-process and post event supervision center was launched in Jinhua.

Jinhua City has established a digital supervision center during and after the event to strengthen efficient collaboration, making it possible for joint supervision to achieve a leap of "cross sectoral, cross hierarchical, cross regional, cross industry, cross regulatory approach".

For example, the reform of "comprehensive review". That is to say, one business entity issues a task, and one inspection realizes full coverage of market supervision matters, electronic rectification, open results, labeling of entities, and closed-loop supervision during and after the event. Taking Internet cafes and entertainment places as an example, if the cultural department finds that the business address of the inspected object is inconsistent with the license or the food business is not standardized in the daily supervision of Internet cafes, it can synchronously copy the information to the market supervision department, and then the market supervision department will deal with it on the spot, so as to complete the closed-loop joint supervision.

For example, one thing is supervision. Around the same regulatory theme, different departments carry out joint supervision on the same or different objects. Taking the supervision of the surrounding environment of the campus as an example, the education department inspects the implementation of the management responsibility of the school, the market supervision department inspects the food safety, the urban management law enforcement department inspects the mobile vendors, and the cultural supervision department inspects the surrounding entertainment places. In Jinhua, a record, collection and push mechanism has been established for the credit information of the commitment, and the inspection results of the supervision department and the commitment performance of the commitment person have also been fully incorporated into the data and credit system, so as to form relevant information sharing and linkage, and realize the closed-loop management of the whole chain of "Internet+supervision", "Internet+punishment" and "Internet+credit".

Pujiang County has implemented the notification and commitment system of enterprise domicile (business site) registration as early as 2019. In the in-process and post supervision, last year, four intermediary agencies or agents were investigated and punished for violating the residence notification commitment, and five natural persons were defined as dishonest subjects and were subject to credit constraints that could not obtain administrative permission by notification commitment.
