According to the overall work deployment of the Secretariat of the Central Committee of the Communist Youth League and the work requirements of the National Project Office of the Western Plan, the relevant work matters of the recent graduate student teaching support group are notified as follows.
1、 Change or add the service place of the 26th Graduate Education Corps
1. If it is planned to change or add the service place (county-level administrative region) of the 26th Postgraduate Education Corps, the change or new service place must be selected within the range of existing service places nationwide (Annex 1). Priority should be given to the key counties supported by the country for rural revitalization (Annex 2), 140 land border counties, the Xinjiang Uygur Autonomous Region and the Xinjiang Production and Construction Corps, or the counterpart counties supported by colleges and universities.
2. The project office of colleges and universities should maintain the reasonable continuity and stability of the service place and the number of service staff of the postgraduate education support group. If it is necessary to change or add a new service place within the scope of the existing service place of the graduate student support education group, it is necessary to preliminarily communicate with the county project office of the proposed transfer place or new service place, and the service provincial (district, city) project office, and then the county project office of the proposed transfer place or new service place shall apply to the service provincial (district, city) project office, After being approved, the Agreement of Intent on Recruitment of Colleges and Universities by Graduate Education Support Corps and County level Project Offices in Newly Added Service Areas (Annex 3) was signed with the corresponding university project offices, and the agreement was submitted in writing to the provincial (district, city) project offices and the national project offices for review and approval. If it is really necessary to adjust the number of service personnel, it is necessary to preliminarily communicate and agree with the service county project office and the service province (district, city) project office to be transferred, and notify the current service county project office and the service province (district, city) project office in advance, and then report in writing to the provincial project office and the national project office where the university is located for review and approval.
2、 Assessment work of new colleges and universities of the 26th Graduate Education Support League
The National Project Office will assess the newly added colleges and universities that set up the 26th Graduate Teaching and Learning Corps by means of self allocation indicators and self financing. The assessment content includes the organization and management, recruitment and establishment, pre job training, daily management of the Graduate Teaching and Learning Corps, as well as the implementation of the relevant work requirements of the National Project Office by the Youth League Committee of the school. The assessment results will be used as the basis for decision-making of relevant work. The specific notice will be issued separately.
The National Project Office will conduct a comprehensive assessment of the assessment results of the newly added universities that joined the Graduate Education Support Corps in the form of self allocated indicators and self funded funds, and the best ones will be formally included in the national indicator distribution scope of the 27th Graduate Education Support Corps.
3、 Application for new recruitment indicators of the 27th Postgraduate Volunteer Education League
The universities implementing the 26th Postgraduate Education Support Corps must fill in and submit the Registration Form of University Service Places of the 26th Postgraduate Education Support Corps (2024-2025) and the Application Form of New Recruitment Indicators of the 27th Postgraduate Education Support Corps (2025-2026) (to the provincial project office where the university is located) (Annex 4), and the 26th Postgraduate Education Support Corps (2024-2025) Registration Form of University Service Areas (reported to the provincial project office of the service area) (Annex 5), in which the university project office applying for increasing the recruitment indicators of the 27th graduate student support group must formulate a detailed application plan for new indicators, including but not limited to the existing work foundation of the graduate student support group of the university (including the work foundation of the county education comprehensive reform), Reasons for applying for new indicators and consideration of relevant work, optimization ideas of overall work, specific work measures, etc.
4、 Application for new colleges and universities of the 27th Graduate Education League
The newly added colleges and universities applying for joining the 27th Postgraduate Education Branch shall be those qualified by the Ministry of Education to recommend outstanding fresh undergraduate graduates to study for master's degree without examination, which can ensure that they can follow the spirit of relevant documents of the Ministry of Education on recommending outstanding fresh undergraduate graduates to study for master's degree without examination, Recruit members of the graduate student support group according to the performance requirements of the school's general analogy exemption work, and be able to join the graduate student support group in the way of self allocated indicators and self funded funds (including self allocated general analogy exemption indicators and self allocated graduate students in school).
To apply for new universities, a written application (Annex 6) must be submitted to the provincial project office where the university is located, and the following text supporting materials must be provided: first, basic materials that comprehensively reflect the actual and effective work of the Communist Youth League and youth volunteers of the university; Second, the Party Committee of colleges and universities attaches great importance to the work of graduate education support groups and includes supporting materials for important work items at the school level (minutes of meetings of the University Party Committee, school level documents, implementation plans, etc.); The third is the recruitment and establishment plan in line with the relevant policy requirements of the graduate student support group; Fourth, the relevant design arrangements for the pre job training and team building of the postgraduate teaching support group; Fifthly, the work plan of taking the graduate student support group as the ideological and political resources of colleges and universities to further play the role of educating people. After receiving the application from the university, the provincial (district, city) project office must consult with the provincial (district, city) education department in charge to propose suggestions for new universities in the province (district, city), and report to the national project office for approval.
5、 Preparations for the establishment of the 27th Postgraduate Teaching Corps
All university project offices of the Graduate Education Support League should strictly comply with the unified requirements of the Ministry of Education on the promotion and exemption of graduate students, and promote relevant departments of the university to follow the provisions of the Notice of the General Office of the Ministry of Education on Further Standardizing and Strengthening the Recommendation of Excellent Undergraduate Graduates for Postgraduate Study without Examination (JKT [2020] No. 12) and other documents, Revise the documents such as the management measures for the university to recommend outstanding fresh undergraduate graduates to study for master's degree without examination. Among them, the performance standards of the graduate student volunteer group should be completely consistent with the performance standards of the ordinary volunteer students. The project offices of colleges and universities of the graduate student support group should combine the actual situation of the university, do a good job in project publicity, attract outstanding students who are really interested in teaching in the west to apply for the graduate student support group, and properly start the recruitment and selection of the 27th graduate student support group in advance.
6、 Do a good job in the work related to the graduate student support group
1. The project offices of colleges and universities should grasp the work orientation, ensure the recruitment quality, continue to improve and refine the incentive measures for the examination of primary and secondary school teachers' qualification certificates, develop special training programs, make registration reminders according to the relevant time nodes, and effectively improve the rate of obtaining teachers' qualification certificates for the members of the graduate student support education league, Ensure that all members of the 26th Postgraduate Volunteer Education League participate in the primary and secondary school teacher qualification examination, and the pre employment teacher qualification certificate holding rate is not less than 50%. At the end of June, the National Project Office will check the application for and holding of the primary and secondary school teachers' qualification certificates of the 26th Research Youth League.
2 All university project offices should make early planning and preparation. At least two months before taking up their posts, they must meet the needs of supporting teaching posts with service schools, determine the teaching subjects, teaching grades, class and group affairs and other work contents, and provide targeted service guarantees for volunteers in training, lesson preparation and other aspects.
3. All university project offices should carefully study and implement the Guidelines for Youth League Volunteer Service in Colleges and Universities (2022 Edition) and the College Volunteer Service Indicator System (Trial). We completed the preparation of the self observation work plan for the college voluntary service index, started the collection of index data and the preparation of supporting materials, and further strengthened the organization, team, project, system, security and cultural construction of college youth voluntary service. The National Project Office of the Western Plan will continue to verify and evaluate the supporting materials in the form of full inspection or sampling inspection according to the index observation data of each university. The evaluation results will be used as an important basis for the performance assessment, quota allocation, withdrawal and other work of the graduate education support group.
4. The project offices of colleges and universities should make efforts to make graduate student support groups have new achievements in serving the major ideological and political issues of colleges and universities. Give full play to the exemplary role of the postgraduate education group in ideological and political education in colleges and universities, guide college students to learn from the past and write their papers on the land of the motherland through the establishment of youth horse classes, commencement and graduation ceremonies, policy publicity, deeds publicity, etc. Follow up training should be carried out by selecting and hiring graduate student volunteer education league members who have finished their service as part-time instructors, part-time league cadres and other ways to constantly improve the whole chain education model.
5. The project offices of colleges and universities should fully explore and actively practice the path and specific measures to realize the comprehensive reform of county education served by the graduate education support group, and promote the equal development of education public services and education resources. Encourage teachers of relevant majors in colleges and universities to lead teams, organize graduate student support groups, social practice teams, volunteer service organizations, etc., carry out comprehensive research on education in counties where they serve, and write high-quality research reports or papers; Encourage qualified colleges and universities to carry out teacher training for primary and secondary school teachers in the county by combining online and offline methods, so as to improve the teaching level of local teachers as far as possible; Use modern distance education teaching equipment to introduce high-quality education and teaching resources into the service place, so that support schools can share high-quality education and teaching resources.
7、 Job requirements
1. The universities implementing the 26th Postgraduate Education Support Corps must fill in the Registration Form of University Service Places of the 26th Postgraduate Education Support Corps (2024-2025) and the Application Form of New Recruitment Indicators of the 27th Postgraduate Education Support Corps (2025-2026) (reported to the provincial project office where the university is located) (Annex 4) on March 22, 2024 (Friday) The former is summarized to the provincial project office where the university is located (the university project office applying for increasing the recruitment index of the 27th graduate student teaching group must submit the application scheme for the new index).
2. The universities implementing the 26th Postgraduate Education Support Corps must fill in the Registration Form of University Service Places of the 26th Postgraduate Education Support Corps (2024-2025) (reported to the provincial project office of the service place) (Annex 5) on March 22, 2024 (Friday) It shall be summarized to the provincial project office in the service place (the scanned copy of the Intent Agreement between the Graduate Education League Recruiting Universities and the County level Project Office in the new service place shall be submitted by the university applying for changing or adding the service place).
3. The new universities that intend to apply for joining the 27th Postgraduate Education Support Corps must fill in the Application Form for New Universities of the 27th Postgraduate Education Support Corps (2025-2026) (Annex 6) and submit it to the provincial project office where the university is located before March 22, 2024 (Friday).
4. The 26th Graduate Volunteer Education League must submit the self observation work plan of the university volunteer service index to the local provincial project office before March 22, 2024 (Friday).
5. Each provincial project office must sort out and review the recruitment and services of colleges and universities in the province, and fill in the Registration Form of Service Places of the 26th Postgraduate Education Support Group (2024-2025) and the Application Form of New Recruitment Indicators of the 27th Postgraduate Education Support Group (2025-2026) (filled in by the provincial project office where the university is located) (Annex 7) and the 26th Postgraduate Education Support Group (2024-2025) Service Location Distribution Form (to be filled in by the provincial project office of the service location) (Annex 8). Before March 28, 2023 (Thursday), Annex 3-8 and the electronic files of all materials submitted by colleges and universities (sealed in Word, Excel and PDF) will be packaged and sent to the mailbox of the National Project Office.
