In February 2024, Chongqing Economic and Information Commission issued the Administrative Measures for the Identification of Green Parks and Green Factories in Chongqing (hereinafter referred to as the Administrative Measures). In order to facilitate the public to fully understand the relevant contents of the Management Measures, the relevant contents are interpreted as follows.
1、 Why should the Management Measures be formulated?
In order to accelerate the construction of the city's green manufacturing system and strengthen the demonstration management of the green manufacturing system, the Chongqing Municipal Economic Information Commission issued the Administrative Measures for the Identification of Green Parks and Green Factories in Chongqing (for trial implementation) in September 2018, which has guided the creation of 330 municipal green factories and 28 municipal green parks in the city, playing an important role in guiding the construction of the city's green manufacturing system. At the same time, eight batches of green manufacturing demonstration units have been established at the national level, and 82 industrial green factory evaluation guidelines have been issued. The application conditions, evaluation requirements, dynamic management methods, etc. have changed. In order to further standardize the construction of the green manufacturing system and accelerate the transformation of the green manufacturing system from demonstration leading to comprehensive support, the Chongqing Municipal Economic Information Commission has studied and formulated the Administrative Measures for the Identification of Green Parks and Green Factories in Chongqing.
2、 What is the main basis for formulating the Management Measures?
The main basis for formulating the Management Measures is:
1. The Notice on Printing and Distributing the Implementation Plan for Carbon Peak in the Industrial Field (MIIT Lianjie [2022] No. 88) proposed to improve the green manufacturing system, deeply promote cleaner production, build green low-carbon factories, green low-carbon industrial parks, and green low-carbon supply chains, and drive the green transformation of production mode through typical examples.
2. The Notice of the Ministry of Industry and Information Technology on Printing and Distributing the "Fourteenth Five Year" Industrial Green Development Plan (GXBG [2021] No. 178) proposed to strengthen the green manufacturing benchmarking. Focusing on key industries and important fields, continue to promote the construction of green products, green factories, green industrial parks and green supply chain management enterprises, and select and release the green manufacturing list. Encourage local governments and industries to create a list of green manufacturing benchmark enterprises in their own regions and industries. Implement the dynamic management of the green manufacturing list, and establish a dynamic adjustment mechanism for both entry and exit.
3、 What are the identification procedures for green parks and green factories?
1. For the establishment of municipal green parks and green factories, the parks and enterprises voluntarily apply to the local economic and information departments, which will be incorporated into the cultivation base after being reviewed and approved by the district and county economic and information departments. The enterprise shall improve its own conditions and carry out the establishment of green factories according to the relevant standards of municipal green factories.
2. After meeting the application conditions and conducting self-evaluation in accordance with the Evaluation Requirements for Green Industrial Parks, General Principles of Green Factory Evaluation and other relevant standards, entrust a qualified third-party organization to carry out the evaluation and issue a report, and then apply to the district/county economic and information departments and submit the third-party evaluation report.
3. The district/county economic and information departments shall review the authenticity and compliance of the application materials, and recommend the qualified application units with complete materials to the Municipal Economic Information Commission according to the requirements in combination with the completion of indicators, third-party evaluation reports and other contents.
4. The Municipal Economic Information Commission conducts preliminary review of the application materials, conducts on-site inspection according to the actual situation, and entrusts a third-party professional service agency or expert to organize relevant review work. Propose the list to be confirmed based on the third-party review opinions, and publicize it to the public after soliciting the opinions of the relevant municipal departments according to the regulations. If there is no objection, the Municipal Economic Information Commission will issue a document to publish it.
4、 What are the supporting policies for green parks and green factories?
In principle, the Municipal Economic Information Committee recommends the best of municipal green parks and green factories to apply for state-level green parks and green factories. In the application of municipal industrial and informatization special funds, priority should be given to supporting green technological transformation projects implemented by green factories. Give corresponding policy support such as green finance to the identified green factories.
5、 How should a third-party organization be selected for evaluation?
The Municipal Economic Information Commission regularly evaluates the work of the third-party green manufacturing evaluation institutions in our city. Through the comprehensive strength evaluation and the third-party evaluation report quality evaluation, a list of municipal third-party green manufacturing service institutions is formed and released. Parks and factories with application intentions can select third-party evaluation institutions by referring to the list.
