According to the requirements of the Notice of the General Office of the Market Supervision Administration on Organizing the Implementation of the National Measurement Comparison Project in 2022 (SJYJF [2022] No. 36), the Chinese Academy of Metrology and the China National Environmental Monitoring Station, as the organizing unit and leading laboratory of the "measurement comparison of reference materials for carbon dioxide emission monitoring (2022-B-03)", hereby notify the relevant matters as follows:
1、 Use of participating units, costs and measurement comparison results
The type of "Measurement Comparison of Reference Materials for Carbon Dioxide Emission Monitoring" is Class B. The comparison includes two concentration points, and the participating units voluntarily choose to participate. Each unit registered to participate in the comparison shall pay ￥ 6000 only (RMB 6000 only) for the comparison at a single concentration point, and ￥ 12000 only (RMB 12000 only) for the comparison at two concentration points at the same time. The costs incurred in the transportation of samples shall be borne by the participating units.
Participating units: the research and development units that have obtained the national certified reference material of carbon dioxide in nitrogen (or air) can voluntarily sign up to participate, so as to verify the ability to prepare the reference material and serve as the basis for the re evaluation of the reference material; Laboratories that are interested in applying for such reference materials can also register to participate, so as to accumulate effective data for future application work.
In addition, according to the provisions of the Notice of the General Office of the Market Supervision Administration on Organizing the Implementation of the 2022 National Measurement Comparison Project (SJYJF [2022] No. 36), the leading laboratory of the project and the measurement technology institutions and reference material development and production institutions whose comparison results meet the requirements of the regulations Relevant items can be exempted from field experiments during the supervision, inspection, reexamination and assessment of measurement standards and the supervision and inspection of reference materials. The metrological technical institutions whose comparison results meet the specified requirements can simplify the on-site assessment procedures as appropriate when applying for the assessment of new measurement standards related to the project.
2、 Sample transfer and comparison method:
Transfer of samples: the participating units shall prepare two bottles of carbon dioxide gas reference materials in nitrogen (or air) respectively, and issue the corresponding certificate of reference materials (the certificate indicates that the calibration method of the reference materials is the weighing method or the comparison method). The amount of carbon dioxide (CO2/N2) in nitrogen is (1.00 ± 0.05)% mol/mol; The amount of carbon dioxide (CO2/Air) in the air is (5.00 ± 0.25)% mol/mol, and the pressure in the bottle is not less than 9MPa. After confirming that the standard gas sample is stable, uniform and safe, it will be transported to the leading laboratory through the regular transportation route.
The detection method is in accordance with GB/T 10628-2008 Gas Analysis - Determination and Calibration of Mixture Composition, and the measurement standard is the first level certified reference material of carbon dioxide in the relevant nitrogen (or air) issued by the state, which is measured by the comparison method.
