Bater, male, Mongolian, born in Kangping, Liaoning Province in February 1955, started work in January 1973, joined the Communist Party of China in December 1981, graduated from the Central Party School with a master's degree in economics.

He is currently a member of the 20th CPC Central Committee and vice chairman of the 14th CPPCC National Committee.
