One Hundred Years of Wind and Cloud Surge in Wuchang, Issue 5: Scrape the Bones to Cure Sickness, Iron Law Cast Iron Army

Editor's Note: Strive for a hundred years and embark on a new journey. The centenary of the Communist Party of China is the centenary of its commitment to fulfilling its original mission, the centenary of its pioneering work, and the centenary of creating brilliance and opening up the future. As the once revolutionary center, Wuhan, a heroic city, has left a strong mark in the glorious chapter of the hundred year history of the Party.

In order to celebrate the 100th anniversary of the founding of the Communist Party of China and present the centennial birthday of the Party, Hubei Channel of People's Daily Online launched five episodes of micro video documentaries of "A Hundred Years of Wind and Clouds Surge in Wuchang" to explore the imprint of Wuchang in the centennial struggle history of the Communist Party of China.

There is a dagger and a badge on display in the History Museum of Discipline Construction of the Communist Party of China located at Dufudi, Wuchang District, Wuhan. His owner is Cai Yichen, one of the first supervisory members of the CPC Central Committee and known as the "pioneer of sword casting" in the world. Since most of the 10 members of the first Central Supervision Committee died earlier, few of the things they used before they died are left. This dagger and this badge are particularly precious.

Half a month before the Fifth National Congress of the Communist Party of China, Chiang Kai shek launched the "412" counter revolutionary coup, massacred Communists and revolutionary masses, and the Chinese revolution fell into a low tide. At that time, the Communist Party had become the backbone organization of workers and peasants, with about 60000 members and 50000 League members, more than 100000 in total. The members of the revolutionary trade union include almost all industrial workers in the country. But while the team is growing, it also brings about the increasingly complex composition of good and bad.

On May 9, 1927, at the Fifth National Congress of the Communist Party of China, the first central discipline inspection institution in the history of the Party, the Central Supervisory Commission, was born in Wuchang. From then on, the banner of supervision and discipline enforcement was raised high, and the curtain of standardized intra party supervision was opened.

The first Central Supervisory Committee was composed of 10 people. The seven formal members are Wang Hebo, Yang Pao'an, Xu Baihao, Zhang Zuochen, Liu Junshan, Zhou Zhensheng and Cai Yichen, and the three alternate members are Yang Peisen, Xiao Shiyue and Ruan Xiaoxian. Wang Hebo is the chairman and Yang Pao'an is the vice chairman. This is the first time in history that the Communist Party of China has explored and tried to set up the central discipline inspection organization.

On June 1, in accordance with the spirit of the Fifth National Congress of the Communist Party of China, the Political Bureau of the Central Committee of the Communist Party of China adopted the Resolution on the Third Amendment to the Constitution of the Communist Party of China, namely the Five Party Constitutions. For the first time, the special chapter of "Supervision Committee" was established, which standardized the establishment and functions of discipline inspection and supervision organs within the Party for the first time in the history of the Party, and proposed that the primary function of the Supervision Committee is to "consolidate the unity and authority of the Party". This is the first regulation of the CPC on the discipline inspection and supervision system.

The birth of the Central Supervisory Committee is like a sword, assuming the responsibility of maintaining the Party's discipline and purity of the Party organization.

Disciplines must be observed first. In the face of extreme difficulties and white terror, none of the 10 members of the first Central Supervisory Committee defected. Among these young people with an average age of over 30, eight died on the execution ground or the battlefield, and one was missing in the war years. Finally, only one saw the founding of the People's Republic of China. Now, the statues of these 10 representatives still stand in Wuchang Incorruption Cultural Park.

The tragic iron army of discipline inspection and supervision performed its solemn vow to the party organization and wrote the first generation of discipline inspectors' unrepentant loyalty with its own actions. (Zhang Huairu)
