Behind this is a solid measure taken by Wuhan City to adhere to ecological priority and green development, and make a thorough fight against pollution. Nowadays, "Wuhan Blue" appears more and more frequently, and people's sense of happiness, gain and security has significantly improved.

Heavy efforts to control enterprises and eliminate backward production capacity

Wuhan accelerated the elimination of backward production capacity and actively promoted industrial transformation and upgrading. Up to now, all 17 coal-fired power generating units in Wuhan have completed ultra-low emission transformation. Main production lines in coking, steel, petrochemical, cement, flat glass and other fields are installed with desulfurization and denitrification devices. At the same time, we have promoted the closure and elimination of enterprises with high energy consumption and high emissions. In recent years, seven enterprises have eliminated backward production capacity.

Guided by "source control", Wuhan has completed the treatment of volatile organic compounds in hundreds of key enterprises - promoting the construction of waste gas treatment facilities for maintenance and spraying in the city's auto repair industry; Carry out remediation of volatile organic compounds pollution in dry cleaning industry, replace open dry cleaning machines with closed recycling dry cleaning machines, and reduce the emission of dry cleaning organic solvents.

Wuhan has expanded the high pollution no fire zone from the central urban area to all built-up areas, covering nearly five times the original area. All coal fired boilers in the non combustion area will be cleared by changing to clean energy such as natural gas and electricity or by demolishing them.

Scientific supervision and management of ecological environment

In the past five years, Wuhan has adhered to standardized management and vigorously promoted the reduction of the total amount of major pollutants. The emissions of sulfur dioxide, nitrogen oxides, chemical oxygen demand and ammonia nitrogen in the city have been reduced by 20000 tons, 24000 tons, 19000 tons and 2300 tons respectively compared with 2015; Accelerate the establishment of a regulatory system for fixed pollution sources with the emission permit system as the core, complete the clean-up and rectification of more than 18000 emission permits and the issuance and registration of permits, issue more than 1400 emission permits for key management and simplified management, and basically achieve full coverage of emission permits; Strictly implement the emission trading system, and more than 250 enterprises (times) have transacted more than 31 million yuan in total.

Wuhan issued the "Management Measures for the Prevention and Control of Dust Pollution in Wuhan City", carried out the rectification of civilized construction on the construction site and the spot check and evaluation by the third party, and established and implemented the joint punishment of uncivilized construction on the construction site, and the "ten excellent" and "ten poor" site notification and exposure system.

Wuhan promoted the elimination of old vehicles, vigorously promoted new energy vehicles, eliminated 125000 yellow label vehicles, more than 50000 old vehicles, and promoted nearly 90000 new energy vehicles. Establish a joint law enforcement mechanism to implement "detection by the ecological environment department and punishment by the public security and traffic management department", and continue to carry out emission detection and law enforcement for diesel vehicles on the road for a period of time. Since 2020, 12000 diesel vehicles have been sampled and inspected. The whole city was designated as a prohibited area for non road mobile machinery with high emissions, and a thorough investigation and code registration of non road mobile machinery was organized. A total of 16500 non road mobile machinery were coded and registered.

Perfect the emergency mechanism for heavily polluted weather

Wuhan has built 28 automatic monitoring stations for ambient air quality, including 10 national control monitoring points, 11 provincial control monitoring points, 5 municipal control monitoring points, and 2 district control monitoring points. The environmental quality monitoring points basically cover the whole city's built-up areas; 21 special monitoring points have also been built, greatly improving the monitoring and analysis capability for regional transmission pollution and pollution characteristics of key regions; The 8 mobile monitoring vehicles have enhanced the mobile monitoring capability and basically have the working mechanism of pollution tracking and traceability.

In order to further improve the emergency mechanism for heavily polluted weather, effectively deal with heavily polluted weather in a timely manner, and reduce the harm caused by heavily polluted weather, Wuhan has formulated an emergency plan for heavily polluted weather, established a list of emergency emission reduction projects for industrial enterprises, and implemented the management of "one enterprise, one policy". Establish a forecasting system, establish a close consultation mechanism with the meteorological department, and regularly carry out air quality forecasting in the next seven days. According to the requirements of the emergency plan for heavily polluted weather, do a good job of emergency response for heavily polluted weather, and realize the "peak shaving and speed reduction" of air pollution.

The unremitting efforts during the "13th Five Year Plan" period have enabled Wuhan to harvest more and more blue sky.
