1、 Filing and licensing
*Step: Enterprise filing
1. Before applying for the Entry Animal and Plant Quarantine License for the first time, the consignee or the acting importer must fill in the Registration Form for Enterprises Applying for Quarantine License. The application form and copies of relevant materials noted in the form shall be submitted to Shanghai Inspection and Quarantine Bureau for review.
II. Our bureau will feed back the filing results within 3 working days after receiving the written application.
Step 2: Apply for digital certificate or install quarantine license application software
For enterprises applying for licenses online for the first time, please contact Shanghai Xinchengtong Digital Technology Co., Ltd. or Jiucheng Company to apply for keys or install software after the filing formalities are completed.
Step 3: Submit the application online
The applicant should log in the "Entry Animal and Plant Quarantine License Management System" or use the installed software to fill in the application form.
Step 4: submit the following attached documents to the Shanghai Inspection and Quarantine Bureau within 7 working days after submitting the application online: 1. The original of the warehousing agreement signed between the license applicant and the cold storage warehouse for the record of imported aquatic products in Shanghai (only need to be submitted once within the validity period); II. The original of the Acceptance Certificate issued by the cold storage for record keeping (each application form shall be attached with one copy).
The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China will issue an electronic license or notice of disapproval through the "Entry Animal and Plant Quarantine License Management System" within 20 working days after accepting the application.

2、 Notes on declaration
1 The license must be completed before the trade contract is signed;
2 The applicant shall be a direct contracting entity f the impted products;
3 The applicant unit must consciously abide by the national laws regulations the relevant provisions of inspection quarantine, manage the imported goods in an orderly manner, can declare the flow of goods in a timely correct manner in the "Shanghai Port Sampling Batch Flow System for Imported Animal derived Food";
4. Fill in the name of the cold storage for the record of entry aquatic products in Shanghai that are planned to be stored after the products enter the country in the column of "other domestic production, processing and storage units". (Instructions for filling in the application form and attached documents)
5. The weight shall be filled in truthfully, and the applied quantity shall not exceed the storage capacity of the record cold storage;
6 The same applicant may apply f one license at a time f the same variety, the same exporting country region, the same processing user.
3、 License verification and use
When importing each batch of products, the enterprise directly logs into the "Entry Animal and Plant Quarantine License System" to print the Pre verification Form, fill in the import quantity (calculated by net weight), stamp the official seal, and then go to the port to apply for inspection. Enterprises that need a written license can go to the headquarters of Shanghai Inspection and Quarantine Bureau to get it.
