According to the Food Safety Law and its implementation regulations《 law on import and export commodity inspection 》And its implementing regulations《 Law on Entry and Exit Animal and Plant Quarantine 》And its implementing regulations《 Administrative Measures for Inspection and Quarantine of Entry Exit Genetically Modified Products 》(AQSIQ Decree No. 62)《 Announcement of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on Requirements for Means of Transportation for Imported Bulk Edible Vegetable Oil 》(No. 80 in 2012) and relevant documents of the AQSIQ require that the imported edible vegetable oil shall meet the following requirements:
1、 Importers should implement the main responsibility of product quality
(1) Be familiar with China's food safety laws, regulations and standards;
(2) Provide food safety management personnel who are familiar with China's quality and safety regulations to be responsible for the food safety management of the enterprise;
(3) Imported edible vegetable oil shall comply with China's food safety laws and regulations and national food safety standards;
(4) Establish import and sales records and traceability system in strict accordance with relevant regulations;
(5) Insist on honesty and trustworthiness, and conduct production and operation according to law.
2、 Filing of overseas exporters and domestic importers
According to AQSIQ《 Provisions on the Record Management of Imported Food Importers and Exporters 》(AQSIQ Announcement No. 55 in 2012) and Announcement on Enabling the Filing Management System for Imported Food Importers and Exporters (AQSIQ Announcement No. 148 in 2012), and do a good job in the filing of imported edible vegetable oil exporters (agents) and domestic importers.
3、 Instructions for Import Inspection
(1) The inspection application unit shall provide the packing list, contract, invoice, certificate of origin and other import goods declaration materials according to the Regulations on Entry Exit Inspection Application. When applying for inspection, the bulk or pre packaging shall be indicated after the product name.
(2) The entry edible vegetable oil required by P/Q in the "Inspection and Quarantine Category" of the Catalogue of Entry Exit Commodities Subject to Inspection and Quarantine by Entry Exit Inspection and Quarantine Institutions in China shall be accompanied by the official Phytosanitary Certificate, except for the prepackaged edible vegetable oil that will not be repackaged or processed after entry.
(3) The name of the overseas manufacturer of its products shall be indicated in the column of "Special terms and other requirements for contract conclusion" in the inspection application form.
(4) When applying for inspection, the following documents must be provided:
1. Each batch of bulk edible vegetable oil shall be submitted with the inspection report of the items specified in the corresponding national food safety standards. (Hygienic Indicators and Compulsory Indicators of Imported Edible Vegetable Oil Specified in National Food Safety Standards)
2. The pre packaged edible vegetable oil exported to China for the first time shall be provided with the test report of the items specified in the corresponding national food safety standards. When re importing, a copy of the first import inspection report, as well as the inspection report of the important items determined by the importer through risk analysis and the items designated by the AQSIQ shall be provided. (Designated Indexes of Imported Edible Vegetable Oil Specified by the Inspection and Quarantine Authority)
Note: If an enterprise fails to provide the record number of the label management system of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China for the prepackaged edible vegetable oil when applying for inspection, it will be deemed as "first import".
(5) Bulk edible vegetable oil shall be provided with the list of goods loaded in the first three voyages of the means of transport in accordance with the requirements of the Announcement of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on the Requirements for the Means of Transport for Imported Bulk Edible Vegetable Oil (No. 80 in 2012).
(6) When applying for inspection of genetically modified edible vegetable oil, the Safety Certificate of Agricultural Genetically Modified Organisms and the Examination Document of Identification of Agricultural Genetically Modified Organisms shall be provided.
(7) Letter of Commitment for the Importer of Edible Vegetable Oil to Implement the Main Responsibility of Quality and Safety
4、 Establish import and sales records
The import records and sales records of imported edible vegetable oil shall be established in accordance with the requirements of the Provisions on the Administration of the Filing of Imported Food Importers and Exporters (AQSIQ Announcement No. 55 in 2012) and the Announcement on the Implementation of the Filing Management System for Imported Food Importers and Exporters (AQSIQ Announcement No. 148 in 2012) of the AQSIQ.
5、 Do a good job in the quality and safety initiative report of imported edible vegetable oil
The basic contents of the initiative report include the Food Safety Law of the People's Republic of China and its implementation regulations, the Import and Export Commodity Inspection Law and its implementation regulations, the Entry and Exit Animal and Plant Quarantine Law and its implementation regulations, and the Administrative Measures for the Inspection and Quarantine of Entry and Exit Genetically Modified Products (AQSIQ Order 62) And other laws and regulations stipulate the responsibilities and obligations that enterprises need to implement. It mainly includes the following contents:
(1) The imported edible vegetable oil that has entered the circulation link has been investigated and dealt with by the industry and commerce, food and medicine departments (investigation institutions, reasons for unqualified products, treatment measures, etc.).
(2) Complaints made by consumer organizations or individuals and complaints handling.
(3) Other contents that the enterprise deems necessary to report.
