At about 6:30 in the evening, Junbo started from home and prepared to host the project construction special meeting held at 8:00 that evening. At 7:35 pm, Junbo, 48, died of a car accident due to slippery roads in rainy days. When the news came, everyone was shocked and deplored his untimely death. Many people came spontaneously from all over the country to mourn and keep vigil for him; In just seven days, more than 400000 people mourned him on the WeChat public account.
I have known Junbo for many years. These days, the scenes of our exchanges and work come to me one after another. Junbo is a good cadre who is always loyal to the Party and has firm faith. He always implements organizational arrangements without discount.
In June 1998, Nakou Town, Shaowu City was hit by a catastrophic flood, and a hundred wastes were waiting for development. He was appointed as the mayor of the town at a critical moment. He surveyed the disaster situation day and night, interviewed more than 500 families who had been affected by the disaster, and proposed a specific assistance plan for each family. All the victims moved into their new houses before the Spring Festival. He made every effort to restore production after the disaster, introduced three eel farms, reformed two town run enterprises, and planned to build a thousand mu industrial park. The tobacco planting area in the town expanded from 200 mu to 7000 mu, developing rapidly.
In 2007, Nanping Municipal Party Committee and Municipal Government implemented the strategy of "highlighting industry and breaking through industry", and developed and established a municipal industrial park - Ronghuashan Industrial Cluster in Pucheng County at the junction of Fujian and Zhejiang. Junbo became a pioneer of Ronghuashan again. He took several cadres to set up an airs in the old village headquarters of Litang Village, cast off his arms, blazed a hard journey and started a business. When talking to him, he said that the organization always trusts me wherever it places me, and reusing is what makes me do more.
When he first came to politics and took office, he did not hesitate or wait in the face of the dilemma that all indicators of economic development were at the bottom of the province for a long time. Over the years, he has just led the cadres and the masses of the county to break a new path and change the backward face. In 2012, the ranking of the government and county economic development index in the province increased by 35; In 2013, it entered the "Top Ten" of county economic development in the province for the first time, and maintained the "Top Ten" in 2014 and 2015. In 2015, Junbo was awarded the title of "National Excellent County Party Secretary" by the Organization Department of the Central Committee of the CPC, and was warmly received by General Secretary Xi Jinping. The Fujian Aluminum lightweight carriage project with an investment of more than 200 million yuan was completed in only 69 days, the space experience hall project took only 80 days from signing to completion, and the smart valley software park project took only more than 100 days... "Junbo Speed" became the common pride of everyone.
Junbo is a selfless, sunny and good cadre, always full of public servant feelings and party members.
He has both "courage" and "cleanness" in his conduct and work, and has always had a good political voice for so many years. He emphasized wherever he worked: "If anyone works under my banner, you should immediately refuse. I don't have such relatives and friends."
A merchant once came to him with a gift. He ran up to the stairway and handed it back to the merchant. He said half jokingly, "If I take things and do things for you, are we still friends? You despise me and yourself by doing so!"

Zhenghe County is located in the mountainous area of northern Fujian. In the past, there was no pillar industry. The cadres and the masses lacked confidence. The folk once used "bathing to the Yellow River, and being an official to govern" to describe that the conditions here are difficult and it is not easy to be an official.
In June 2011, Liao Junbo served as the secretary of the Zhenghe County Party Committee. As soon as he takes office, he is popular and refreshing. First, we carried out a two month grass-roots survey. Junbo led everyone to the developed coastal areas to attract investment and introduce mechanical and electrical projects. He has traveled more than 40 times in half a year. The negotiation was not smooth. Most merchants were suspicious of the investment environment of Zhenghe. Junbo became a salesman and introduced preferential policies door to door. The merchant also said: "Zhenghe has never engaged in the mechanical and electrical industry, and the upstream and downstream cannot form an industrial chain, so the operating costs of enterprises will increase a lot." He kept in mind, and after coming back to discuss, he put the supporting measures for the group settlement in front of the merchants. The merchants were moved by his sincerity, and 65 mechanical and electrical enterprises were ready to join the political peace.
Everything was ready, but something new happened. Zhenghe was unable to handle the formalities of "remote mortgage loan", and merchants were worried about the turnover of funds, so they began to retreat. He immediately convened the relevant departments to negotiate and solve the financing problem in accordance with the laws and regulations, eliminating the doubts of the merchants. In order to let the merchants settle down in Zhenghe, he also promoted the park to provide all-weather nanny service. The merchants were deeply moved by Junbo's sincere and pragmatic attitude and resolute style. Zhenghe attracted 3.2 billion yuan of investment to build the motor manufacturing industry.
Over the past three years, a large number of businessmen have come to Zhenghe to "seek distance from the near". The park has introduced 86 enterprises, and the industrial output value above the designated size has increased three times. The political and economic development has also moved from "the bottom of the province" to "the top ten in the province".
The pillar industry has been established, but the people do not have much money in their pockets. How to let the villagers get rid of poverty and become rich as soon as possible has always been a major issue for Junbo.
In 2013, when he investigated the Lotus Seed Professional Cooperative in Waitun Township, Xu Renshou, the chairman of the board of directors, reported that the local area is rich in lotus seeds with good quality and good sales. He intended to expand production. However, the cooperative was short of funds and sought bank loans. There was no collateral, so it could not make loans. Junbo was deeply touched by this problem. He thought that each township has its own specialty. Can we use the government's poverty relief discount as risk deposit to help farmers open the channel for small poverty relief loans based on differentiated management? With questions, he visited the county bank and was supported by the Postal Savings Bank. In just three years, he used 2 million poverty alleviation discount interest to pry up more than 60 million agricultural credit, which increased the income of more than 20 million yuan for more than 700 farmers. Soon, Zhenqian Oil Peony Project, Tieshan Town Dongjian Flower Sea Project and Shitun Town Rural Tourism Project sprang up. And this microfinance financial platform serving "agriculture, rural areas and farmers" has also become the national experience, known as the "political harmony model".
It is futile for no one to pay attention to good projects. Junbo did not stop exploring. He did another thing that we dare not think of: to run an e-commerce park, and to rely on "Internet+". He said that e-commerce could invigorate logistics, break through the limitation of time and space, and let the mountain economy "overtake at a curve". Under his promotion, Zhenghe built an e-commerce industry incubation park in May 2015, signed a contract with Alibaba on the village shopping project in September, and in January 2016, Tongxin E-commerce Pioneer Park, with an investment of 800 million yuan, started construction, attracting a large number of young people to return home to start their own businesses. The drastic reform and innovation has reduced the number of poor people in the county by more than 30000 in three years.
Junbo often says that he has a big dream in his heart - to build a city with a sense of belonging for the government and people. Once upon a time, Zhenghe had no highways, no civic squares, no decent bridges, even no traffic lights or zebra crossings. He planned and implemented the strategy of "one city, two towns", launched 31 urban construction projects, built Yingbin Avenue, renovated the main street, put Zhenghe Square and Cultural Center into use, completed 9 municipal bridges, and opened Ningwu and Songjian expressways! The thousand year old city changes every year.
Business is done by people. To develop political harmony, we must maximize the role of people. Liu Bin, who was then the vice chairman of the CPPCC of the county, wanted to "retire to the second line" ahead of time. Junbo talked to him many times about his development vision and career ideal, and hoped that he would participate in the project work. In promoting the requisition and relocation of the project, we learned that Xu Shaowei, the deputy director of the Standing Committee of the County People's Congress, was good at doing mass work, so we mobilized him several times and asked him to take the initiative. Shaowei tactfully pleaded that "I'm old and my hair is gray, so I'm afraid I can't do well". Junbo is eager for talent. He brings a bottle of hair dye to the door to invite Xu Shaowei.

Shizhen is a natural village in Songyuan Village, Shitun Town, Zhenghe County, with a population of more than 500. Four years ago, this was a famous garbage village. People had to cover their noses when entering the village. In September 2013, when I returned to my parents' home, I mobilized nine sisters in the village and spent more than three months cleaning out more than 500 vehicles of garbage. Unexpectedly, Secretary Liao came to the village directly after he knew about it. He said, "Cloud machine, your ten sisters have led a good start!" I told Secretary Liao, "Shizhen Village has a history of hundreds of years. It used to be very prosperous. Now the young and middle-aged people have gone out to work. The collective has no income, and the villagers live a hard life."
Secretary Liao said, "It's time for the end of the hard times! To be green means to build an ecological village in combination with the ancient dock culture; to be alive means to introduce suitable industries so that villagers can not go out for work; to swim means to develop rural tourism by taking advantage of Shizhen's proximity to the county seat."
Secretary Liao encouraged us: "You can do what you want to make money with confidence, and you should invest yourself; what you don't want to make money, the county and town should do it." He also told us: "There are more and more old people in the village, and fewer and fewer young people, so we can't wait for this, so we should do it quickly." His words opened our minds and ignited our enthusiasm for entrepreneurship. Under the guidance of Secretary Liao, infrastructure such as water, electricity, bridges and street lights was soon improved, and Shizhen became the first village in the county without poles. He also brought merchants into the village and took a microphone as a guide, helping us introduce three tea enterprises.
Shizhen has quietly changed, and what needs to be changed is the mentality of the villagers. My good sister Ding Cainv still remembers two conversations with Secretary Liao. Her house is close to the intersection of the village, and its location is particularly good. But the family is struggling to make a living. They have been working in Lishui, Zhejiang Province for a long time, and the door is closed. In the spring of 2014, Ding Cai met Secretary Liao when she returned to the village. Secretary Liao said, "Elder sister, the location of your house is so good that it's a pity not to open a restaurant!" Secretary Liao helped us raise funds in many ways, and soon repaired the old house of Ding Cainv and other five families. Now, the farm house and bicycle sightseeing projects have also been done, and Shizhen has gradually transformed from a beautiful village into a tourist attraction.
One day a year later, Ding Cainu saw Secretary Liao again in her shop. "Elder sister, business is fine." When Secretary Liao opened his mouth, Ding Cainu said cheerfully, "Secretary Liao, you helped us decorate the house, and I learned to do business. It was not good at the beginning, sometimes I can't earn a few dollars a day, but we believe you, and we should stick to it." This year, there are more tourism projects in the village, and Ding Cainu's business is different, At most, you can earn thousands of dollars in one day!
Four years ago, the present Shizhen is the beautiful scenery that Secretary Liao described to us: cobblestone lanes, ancient docks, ancient wine shops, ancient stages... simple and elegant; Vineyards, cherry orchards, crape myrtle orchards, and white tea workshops have different experiences in four seasons.
In 2015, Shizhen was rated as a "National 3A Scenic Spot" and "China White Tea Town", which marked a new starting point for its development. Today, city dwellers, surrounding counties and cities, as well as tourists from other provinces and foreign countries have all come. On the biggest day, we received more than 30000 tourists. The development idea of "greening, living and swimming" has really made us rich. Last year, the tourism revenue of the whole village exceeded 1 million yuan, and the village financial revenue reached 400000 yuan, and the whole village was lifted out of poverty. Over the past three years, more than 100 villagers have returned to the village to start their businesses, and there are also three college students!

In Dongjian Village, not far from our village, 85 year old Uncle Wei Pinlin gives you a thumbs up when he mentions you. He said that when you went to the village for research, a villager casually mentioned that the tap water in the village was a little muddy every rainy day. Unexpectedly, you kept it in mind and contacted the Bureau of Housing and Urban Rural Development very soon. The filter tank was built in two months. Now we don't need to drink muddy rainwater anymore.
The 71 year old Zhang Chengfu, who lives in Dutouyang, Chengguan, still misses you. He and the nearby residents wanted to build a plank road to facilitate travel. They raised 600000 yuan by themselves, but there was still 300000 yuan to go. In May 2015, the old man sent you a short message with the idea of trying. You immediately responded, "Next Monday, please come to the office for an interview." After understanding their difficulties, you coordinated the support of relevant departments and implemented the construction funds. In June last year, a 280m long concrete plank road was completed, and the river was clean. Eighteen households were overjoyed and set off firecrackers to celebrate. The old man also wrote a couplet and pasted it on the door. Last weekend, another group of tourists came to Shizhen. I told them that Secretary Liao helped to build the wooden plaque engraved with the words "Old Town Taste". I remember Secretary Liao said to us at that time, "Don't forget the story of your hometown, don't forget the taste of your hometown, this is -- nostalgia." For so many years, our family always get together less and leave more. You have been very busy all the time. If you want to call me, I will send a message first to ask if it is convenient for you to answer, for fear of delaying your work. You usually reply with one word: busy. I know you value your work more than anything else. Everyone in your family understands and gets used to you, but you have my daughter and I in your heart when you are busy. You said that after more than ten years of work and retirement, you would accompany us, wash clothes, mop the floor and cook, and you would take us out to see the outside world.

I regret that I haven't been capricious for 25 years? On March 18, it rained all day long. When you got home, you picked up a few mouthfuls of food, picked up your clothes and briefcase, and were about to rush back to Wuyi New Area for a meeting. I love you! At noon that day, it was the first time since I had known you for 30 years that I saw you sitting at the head of the bed, hunched down and said to squint for a few more minutes. More than 100 days ago, some people questioned whether it was fantastic to engage in the software industry in the mountainous area of northern Fujian, where talents are scarce? On hearing this, Sister Diao went straight to the municipal government, walked anxiously, stepped into the office, and fell down. Liao Junbo helped Sister Diao sit on the chair and brought a towel to help her clean it. At that moment, Sister Diao cried. She said it felt as warm as the sun.
On the day of seeing Liao Junbo off, Chen Yan, who came from Quanzhou overnight, cried and said, "Uncle Liao changed my life. If it wasn't for him, I might still be a working sister today." The process of looking for the photo of General Secretary Xi Jinping receiving the national outstanding county party secretary gave me inspiration. After Liao Junbo died, the organization department searched all over his office, but no photos were found. Later, I learned that the photos were left in the Zhenghe County Archives. When leaving Zhenghe, Liao Junbo said, "This is the achievement of the government and the cadres and the masses of the whole county. Let's leave the picture in Zhenghe. This photo is not hung on the wall, but in the heart of Liao Junbo. It blends into his bone marrow and blood, guiding him all the time.
When I read Liao Junbo's diary, I really entered his spiritual world. In 2014, the county party committee secretary of the whole province went to Dongshan County to study Gu Wenchang's advanced deeds. Liao Junbo asked himself two questions: "If I were put under the tough conditions in Dongshan, would I have the perseverance to persist for 14 years?
