The meeting pointed out that the Central Rural Work Conference was another important meeting held by the Central Committee after the Third Plenary Session of the 18th CPC Central Committee. With regard to ensuring China's food security, the meeting pointed out that China is a large country with a large population, and solving the problem of eating well has always been the top priority of governance. We should adhere to the national food security strategy of taking ourselves as the main force, basing ourselves on the domestic market, ensuring production capacity, appropriate imports, and supporting science and technology. Chinese people's jobs should always be firmly in their own hands. Our jobs should mainly be filled with Chinese grain. Only when a country is basically self-sufficient in grain can it grasp the initiative of food security, and then control the overall situation of economic and social development. We should further clarify the priorities of food security, rationally allocate resources, and focus on the most basic and important things to ensure that grain is basically self-sufficient and food rations are absolutely safe. The red line of cultivated land must be strictly guarded. The red line of 1.8 billion mu of cultivated land must still be adhered to. At the same time, the existing cultivated land area must remain basically stable. To mobilize and protect the "two initiatives", we need to make farmers profitable and the main production areas proactive in grain production. We need to explore the formation of a mechanism linking agricultural subsidies with grain production, so that those who produce more grain will receive more subsidies, and the limited funds will really be used in the cutting edge. We will do a good job in regulating grain reserves, mobilize the enthusiasm of market players to collect and store grain, and effectively use social storage facilities for grain storage. The central and local governments should be jointly responsible, and the central government should bear the primary responsibility. Local governments at all levels should establish a sense of overall situation, increase food production input, and consciously assume the responsibility of safeguarding national food security. We should make good use of two markets and two resources, appropriately increase imports and speed up the pace of agriculture going global, and grasp the scale and pace of imports. We should attach great importance to food conservation. We should start from the baby and the table, so that food conservation becomes a common practice in the whole society.
As for adhering to and improving the basic rural management system, the meeting pointed out that the first thing to adhere to the Party's rural policy is to adhere to the basic rural management system. Adhering to the collective ownership of rural land by farmers is the "soul" of adhering to the basic rural management system. Adhere to the basic status of family management. Rural collective land should be contracted by farmers' families as members of collective economic organizations. No other subject can replace the land contracting status of farmers' families. No matter how the contractual management right is transferred, the collective land contracting right belongs to farmers' families. Adhere to the principle of stabilizing the land contracting relationship, and guarantee farmers' rights to occupy, use, benefit and transfer the contracted land, and mortgage and guarantee the contracted management rights according to law. The separation of the subject of the right to land contractual management from the subject of the right to land management is a new trend of changes in China's agricultural production relations, which puts forward new requirements for improving the basic rural management system. We need to constantly explore the effective realization form of rural land collective ownership, implement collective ownership, stabilize farmers' contracting rights, and revitalize land management rights, and accelerate the construction of a system based on farmers' family management A three-dimensional and complex modern agricultural management system linked by cooperation and association and supported by socialized services. The circulation, concentration and scale operation of land management right should be compatible with the urbanization process and the scale of rural labor force transfer, with the progress of agricultural science and technology and the improvement of production means, and with the improvement of agricultural socialized service level. We should strengthen the management and service of the transfer of land management rights, and promote the open, fair and standardized operation of the transfer of rural property rights such as land management rights.
