On April 30, Chengdu Housing and Urban Rural Development Bureau, together with Chengdu Planning and Natural Resources Bureau, Chengdu Transportation Bureau and Chengdu Public Security Bureau, issued the Notice on Further Regulating the Planning, Construction and Sales Management of Supporting Parking Spaces for Motor Vehicles in Real Estate Development Projects.
The Notice clearly states that when the development enterprise pre-sales commercial residential buildings, if the residential buildings meet the pre-sale permit conditions, the corresponding underground motor vehicle parking spaces can be pre-sales simultaneously. The proportion of the area of motor vehicle parking spaces that are pre-sale with residential buildings in the total area of parking spaces (excluding civil air defense parking spaces) shall not exceed the proportion of the area of pre-sale buildings in the total area of the aboveground part of the project. The construction unit shall not sell the parking spaces (garages) within the planned proportion to units or individuals other than the owners. The number of cars purchased by residential single house owners shall not exceed 4, and the number of cars purchased by non residential single house owners shall not exceed the planned ratio.
