Work Plan for Upgrading Traction Equipment and Replacing Consumables with Old by New in Shanxi Province
In order to implement the deployment of the Action Plan for Upgrading Traction Equipment with Standards and Swapping Old for New Consumer Goods (GSJGJF [2024] No. 34) and the Implementation Plan for Promoting Large scale Equipment Renewal and Swapping Old for New Consumer Goods in Shanxi Province (JZF [2024] No. 10) by seven departments, including the General Administration of Market Supervision, to expand domestic demand and deepen supply side structural reform, This work plan is formulated to implement the provincial standard improvement action, better support the implementation of various tasks of equipment renewal and consumer goods trade in.
1、 Main objectives
Earnestly implement the work requirements of the provincial party committee and government, give full play to the leading role of standards, and accelerate the formulation and revision of standards in energy conservation, carbon reduction, environmental protection, safety, recycling and other fields. From 2024 to 2025, we will lead or participate in the formulation and revision of 10 national standards and industrial standards, study and formulate 64 provincial local standards in 2024, and study and formulate 10 provincial local standards in 2025, continue to optimize and improve the standard system, and promote more synergy between policies and standards. We will organize the publicity, implementation and training of mandatory national standards, strengthen the implementation and application of standards, assist in the upgrading and technical transformation of various production equipment and service equipment, promote the continuous increase of the proportion of advanced production capacity, continuously improve the quality of goods and services, make more high-quality durable consumer goods enter the lives of residents, promote consumption upgrading by improving standards, and promote high-quality economic development in our province.
2、 Key tasks
（1） Implement energy consumption and efficiency standards. Strictly implement the national energy consumption and efficiency standards, encourage the provincial industry associations and leading enterprises to actively participate in the formulation and revision of the national standards for energy consumption quotas in thermal power, refining, coal chemical, steel, coke and other fields, as well as the energy efficiency standards for key energy consuming equipment such as charging piles, boilers, motors, transformers, etc. Promote the implementation of the provisions on the advanced level of energy consumption and efficiency, energy conservation level and access level of national key energy consuming products and equipment. （2） Promote the improvement of pollutant discharge standards. Actively participate in the formulation and revision of national emission standards for pollutants in coking, coal and other industries, promote and implement national standards for pollution control such as domestic garbage and solid waste, and improve the radiation protection detection level of the metallurgical industry. Promote the formulation of air pollutant emission standards for key industries such as nitrogen fertilizer, brick and tile, lime, aluminum industry, and pollution control standards such as construction dust and domestic waste incineration. （3） Accelerate the development of low-carbon technical standards. Accelerate the development of carbon emission accounting standards for enterprises in key industries such as coking and standards for upgrading and decommissioning of wind turbine equipment. Gradually improve the local cleaner production standard system. Promote the development of technical standards for the recovery of agricultural waste film. （4） Promote the improvement of equipment technical standards. Accelerate the development of green, intelligent, compound and efficient agricultural machinery equipment standards, and promote the application of big data, intelligent control, agricultural robots, satellite remote sensing positioning and other technologies in agricultural machinery equipment. Accelerate the development of technical standards in distributed photovoltaic and other fields. Participate in the formulation of national standards for industrial equipment and its electrification and digital management, and improve the high-end, intelligent and green level of equipment. （5） Strengthen the implementation of safety production standards. Publicize and implement fire detection and alarm, fire separation, automatic fire extinguishing equipment and other fire protection product standards, and formulate safety standards for alcohol based liquid fuel use sites, pumped storage power stations, and coal-bed methane pipeline transportation. Promote the implementation of national standards such as fire protection technology and safety production in engineering construction. （6） We will improve the standard supply in the automotive sector. Accelerate the development of relevant standards such as the operation and management of charging and changing facilities, promote the research of standards in the fields of hydrogen energy tram power exchange, hydrogen refueling station, improve the standards of automobile after-sales service, maintenance, parts recycling, and promote the recycling of resources. （7） Increase the application of consumer goods standards. Carry out the publicity and implementation of national standards in the field of furniture. Actively participate in the formulation and revision of standards such as building decoration products and green building materials evaluation. Explore, research and formulate standards for green low-carbon building materials and waste building materials. Develop relevant standards such as Beidou positioning terminal application, and implement standards for new generation audio-visual products and high-end consumer electronics products. （8） Promote the implementation of green design standards. We will actively promote the implementation of green design standards for materials and parts that are easy to be recycled, disassembled, recycled, and remanufactured around our province's advantageous industries such as stainless steel, rail transit, and coal machine manufacturing. （9） Increase the standard supply of recycling. Develop standards for recycling of renewable resources such as scrap steel, scrap non-ferrous metals, scrap rubber, waste household appliances and furniture. Explore the development of information clearing, information security management, availability grading standards and standards for evaluation, trading and testing of second-hand electronic products such as mobile phones and tablet computers. Accelerate the development of standards for the recycling, sorting, dismantling and recycling of household appliances, textiles and clothing, furniture, agricultural machinery, waste mulch film and other products, and study and develop standards for the green dismantling and recycling of waste power batteries, retired wind power, and photovoltaic equipment. （10） Improve the implementation of building and municipal infrastructure equipment standards. Under the framework of the national standard system, in combination with the actual situation of our province, we will formulate and improve local standards for building and municipal infrastructure construction, strictly implement mandatory standards such as energy consumption, emissions, safety, and the requirements of equipment elimination catalogue, and speed up the update and elimination of old, high energy consumption and other substandard equipment in the field of building and municipal infrastructure in accordance with laws and regulations. 3、 Safeguard measures
（1） Strengthen organizational leadership. All departments should deeply understand the importance, urgency and supporting role of standards in promoting large-scale equipment renewal and consumer goods trade in, and effectively form a standardized working mechanism of "unified management, division of labor and responsibility". The market supervision department should coordinate as a whole, and the competent departments of all industries should accelerate the development of standards, and introduce supporting policies and measures for the implementation of standards, Effectively promote the implementation of standards.
（2） Strengthen policy support. Strengthen the coordination of policies and measures such as standards and financial support, and promote the overall layout and coordinated implementation of standards and policies. Give certain subsidies to the units that lead or participate in the formulation of national standards, industrial standards and local standards, support leading enterprises and leading enterprises in the industry, actively participate in the formulation and revision of national standards, industrial standards, local standards and group standards, and seize the voice of standards.
（3） Promote technological innovation. Accelerate the formation of a service system for transforming scientific and technological innovation achievements into technical standards, and increase the construction of various technical innovation platforms such as national technical standards innovation bases, national standards verification points, and provincial technical standards innovation bases. Organize the standardization technology organization to form a team of experts to provide intellectual support for standardization work in a timely manner. Support social groups to develop original group standards to meet the needs of the market and innovation.
（4） Strengthen implementation supervision. Adhere to the principle of "who is in charge, who implements, who supervises", and administrative departments at all levels are responsible for the organization, implementation, supervision and management of standards in their own departments and industries according to their statutory responsibilities. Activities such as "World Standards Day" publicity week, quality month and consumer rights day were extensively carried out to strengthen the implementation of standards. We will deepen the implementation of the disclosure and supervision system of group standards and enterprise standards self declaration, actively promote the implementation of enterprise benchmarking and compliance, the cultivation of standard innovative enterprises, and the "leader" system of enterprise standards, deepen standardization reform, and promote large-scale equipment renewal and consumer goods trade in with the promotion of standard innovation.
