In order to further promote the innovative development and standardized application of generative artificial intelligence in Beijing, and accelerate the construction of Beijing's artificial intelligence development highland to achieve new and greater breakthroughs, according to the Interim Measures for the Management of Generative Artificial Intelligence Services and the requirements of relevant laws and regulations in Beijing, and in combination with the preliminary work, the Beijing Internet Information Office (hereinafter referred to as "Beijing Municipal Cyberspace Office") It is hereby announced that we will accept the record filing of the city's generative AI services.
Scope of filing
For generative AI services that have the attribute of public opinion or the ability of social mobilization and are directly provided to the domestic public, the record keeping and safety assessment of generative AI services should be carried out. Filing services include but are not limited to generative AI services with the functions of text generation, picture generation, sound generation, video generation, etc.
The generative AI service without public opinion attribute or social mobilization ability does not need to be filed. When industrial organizations, enterprises, educational and scientific research institutions, public cultural institutions and relevant professional institutions develop and apply generative AI technology, if their services are not provided to the domestic public, the relevant provisions of the Interim Measures for the Management of Generative AI Services are not applicable.
Filing subject
The main body of the generative AI service filing implements the principle of territorial declaration, and the generative AI service provider whose registered company is located in Beijing needs to submit the declaration materials to Beijing Cyberspace Office in accordance with the requirements of this announcement.
Filing material submission process
The generative AI service provider shall carry out safety assessment in accordance with relevant national regulations, fill in relevant materials and submit them to Beijing Cyberspace Office. Please contact by phone before submission.
The Beijing Municipal Cyberspace Office will review the submitted materials together with the relevant local departments in accordance with the regulatory requirements.
Notification of filing results
After the filing is completed, the Beijing Office of Cybertrust will publicize the recorded information through the "Cybertrust Beijing" public account, and the enterprise should clearly mark the registration number in a prominent position.
