Give a subsidy of 500000 to 1000000 yuan for the construction of hydrogen refueling stations; The hydrogen refueling station will be subsidized according to the standard of 5 yuan/kg of actual hydrogen sales; On May 16, Guangzhou Municipal Development and Reform Commission issued Several Measures to Accelerate the High Quality Development of the Hydrogen Energy Industry (Draft for Comments) (hereinafter referred to as the Measures), proposing specific support measures and subsidy programs from 20 aspects. The Measures will seek public opinions from the public from now until June 15.

Subsidy for hydrogen refueling station

The Measures put forward 20 specific measures to promote the high-quality development of the hydrogen energy industry, including increasing financial support, improving hydrogen supply capacity, supporting the construction of hydrogen refueling stations, supporting the operation of hydrogen refueling stations, strengthening key technology research, promoting the industrialization of key components, promoting large-scale application, supporting the development of industrial clusters, supporting the implementation of manufacturing projects Promote the application of the first set of vehicles, support the demonstration operation of vehicles, implement green transportation substitution, optimize the vehicle traffic environment, support the construction of innovative platforms, encourage the formulation of standards, strengthen financial support, promote carbon emission reduction incentives, carry out diversified demonstration applications, strengthen talent led driving and highlight the construction of major projects.

In terms of supporting the construction of hydrogen refueling stations, the Measures pointed out that Guangzhou municipal finance will subsidize the construction of hydrogen refueling stations with a daily hydrogen refueling capacity of 500 kg or more (calculated based on the gas refueling capacity of compressors working 12 hours a day) that were completed and put into use during the "14th Five Year Plan" period. Among them, if it belongs to oil (gas) hydrogen integrated station and integrated energy supply station for hydrogen production and hydrogenation, RMB 1 million will be subsidized for each station; For other fixed hydrogen refueling stations, RMB 500000 will be subsidized for each station. All districts are encouraged to give subsidies to the construction of hydrogen refueling stations according to the actual situation. The total financial subsidies at provincial, municipal and district levels should not exceed 5 million yuan/station, and should not exceed 50% of the fixed asset investment of hydrogen refueling stations.

How to support the operation of hydrogen refueling stations? As mentioned in the Measures, operating subsidies will be given to hydrogen refueling stations with data access to the national and provincial fuel cell vehicle demonstration city cluster information platform. If the terminal price of the hydrogen refueling station is lower than 30 yuan/kg by the end of 2024, 28 yuan/kg by the end of 2025, and 26 yuan/kg by the end of 2026, the municipal finance will reward the hydrogen refueling station according to the standard of 5 yuan/kg of actual hydrogen sales, and the annual subsidy for each station will not exceed 1.5 million yuan.

Support the development of industrial clusters

In terms of strengthening the tackling of key problems in core technology, the Measures proposed to support enterprises in the hydrogen energy industry to undertake national key research and development tasks organized by the Ministry of Science and Technology, and to give "supplementary support" to projects that have entered the last round of defense but have not been approved by the state through Guangzhou application, with a quota of 1 million yuan for each project.

The Measures also proposed to support the development of industrial clusters. For innovation consortia that passed the project review, each subsidy was 20 million yuan, and support the promotion and application of innovation consortium products in the city. In addition, for major manufacturing projects in the hydrogen energy industry, the amount of project investment and the manufacturing projects in the city with a total investment of more than 1 billion yuan during the "14th Five Year Plan" period, 2% of the total annual fixed asset investment after the project is started and constructed will be given a financial reward, and the maximum cumulative reward amount for a single project will not exceed 40 million yuan. For the manufacturing projects in this city with the amount of investment and the total investment of 100 million to 1 billion yuan during the "14th Five Year Plan" period, 1% of the total annual fixed asset investment after the project is started will be given a financial reward, and the maximum cumulative reward amount for a single project will not exceed 10 million yuan.

Operating subsidies for hydrogen fuel cell vehicles

For light hydrogen fuel cell vehicles (with a total mass of less than 4.5 tons), medium hydrogen fuel cell vehicles (with a total mass of 4.5 tons and above, less than 12 tons), and heavy hydrogen fuel cell vehicles (with a total mass of 12 tons and above) with data access to the national and provincial fuel cell vehicle demonstration city cluster information platform, the maximum mileage in each natural year is 0.5 yuan/km 1.0 yuan/km and 2.5 yuan/km will be given operation subsidies, and those less than 1 km will be calculated as 1 km. The maximum subsidy for each of the above models is 20000 yuan, 40000 yuan and 100000 yuan per year respectively. During the validity period of this policy, the total amount of this subsidy does not exceed 500 million yuan, and the subsidy standard per kilometer is dynamically adjusted every year according to the annual declaration quantity and the remaining amount of the year.

The Measures also proposed to encourage new and updated construction waste transport vehicles, concrete mixers, sanitation vehicles and logistics transport vehicles in the city to use hydrogen fuel cell vehicles; At the same time, optimize the vehicle traffic environment. When the hydrogen fuel cell construction waste transport vehicle is used in non key projects, it can be included in the green channel working mechanism for the transport of residual mud of key projects after the approval of the administrative departments in charge of the projects. After the approval, the construction residual mud can be discharged and transported according to the specified lines from 10:00 to 16:00.

It is worth noting that the Measures mentioned that hydrogen fuel cell vehicles can enjoy preferential policies for parking in urban road parking spaces. Within the specified charging period, they can enjoy free use of temporary roadside parking spaces for the first 2 hours a day, or free use of temporary roadside parking spaces for the second time within 1 hour (including 1 hour) of the first parking time per day.
