On May 21, Wuhou District of Chengdu held a policy conference to release and interpret "the first batch of policies of Wuhou District to promote large-scale equipment renewal and consumer goods trade in", and put forward the "Implementation Plan of Wuhou District to Promote large-scale equipment renewal and consumer goods trade in" (hereinafter referred to as the "Implementation Plan"). At the same time, Wuhou District has formulated supporting measures for equipment renewal and technological transformation in the industrial field, automobile sales, second-hand car circulation, furniture and household appliances to promote consumption, forming a "1+N" policy system and stimulating the vitality of the consumer market.
In terms of public services, the Implementation Plan focuses on education, medical care, culture and sports and other key areas of common concern to the public, and formulates incentive measures for equipment renewal by category. In 2024, 387 sets of multimedia equipment and 29 computer network classrooms will be upgraded in primary and secondary schools and kindergartens. In terms of urban renewal, we will focus on updating a number of elevators in old residential areas, replacing a number of old water supply and drainage pipelines, and completing a number of energy-saving renovation of public buildings. It is planned to complete 30000 square meters of energy-saving renovation of public buildings this year, replace more than 10 kilometers of old water supply and drainage pipelines, and accelerate the renovation of villages in cities in six areas, including Guoyan.
Equipment renewal in the industrial field is the focus of "renewal". Wuhou District has formulated policies and measures to support large-scale equipment renewal and technological transformation in the industrial field, focusing on supporting equipment renewal, intelligent transformation, digital transformation, green low-carbon transformation, service provider empowerment, innovative development, financial support and other aspects.
Wuhou has also formulated policies and measures in three aspects of car trade in, second-hand car circulation and sales of household appliances, focusing on supporting automobile sales enterprises (including the sales of fuel vehicles and new energy vehicles) to make it easier for consumers to trade in old cars, encouraging second-hand car circulation and sales enterprises to reach the standard of warehousing, continue to expand the scale, and encouraging and guiding the sales of television sets, projectors, refrigerators Sales enterprises such as washing machines, air conditioners, water heaters, range hoods, gas stoves and other smart home appliances provide consumers with a good shopping environment and promotional activities.
Taking automobile consumption as an example, in combination with provincial, municipal and district policies and measures, individual consumers who scrap old cars and purchase new energy vehicles can enjoy "national subsidy of 10000 yuan+municipal automobile consumption vouchers+automobile enterprises in Wuhou District of 3000-7000 yuan"; The scrapped used cars can enjoy the "national subsidy of 7000 yuan+municipal auto coupons+the minimum of 2500-6500 yuan for the car enterprises in Wuhou District" for the purchase of fuel vehicles. Individual consumers who purchase new energy vehicles can enjoy the "municipal automobile consumption voucher+automobile enterprises in Wuhou District of 2000-6000 yuan" margin; The purchase of fuel vehicles can enjoy the "municipal automobile consumption voucher+the minimum of 1500~5500 yuan for the automobile enterprises in Wuhou District".
The relevant person in charge of Wuhou District said that it is planned to allocate more than 100 million yuan of district level financial funds in the first batch, including 57 million yuan for old cars, 15 million yuan for second-hand cars, and 30 million yuan for household appliances. In the future, it will be added according to the actual situation in order to stimulate the consumer market.
