On May 21, Red Star News reporter learned that recently, the Department of Economy and Information Technology of Sichuan Province, the Development and Reform Commission of Sichuan Province and the Department of Ecological Environment of Sichuan Province jointly issued the Implementation Plan for Carbon Peak in Sichuan Nonferrous Metals Industry (hereinafter referred to as the Plan).

The Plan proposes the goal of carbon peak in Sichuan nonferrous metals industry. During the "14th Five Year Plan" period, the proportion of capacity above the energy efficiency benchmark level of electrolytic aluminum will reach 30%, the proportion of capacity above the energy efficiency benchmark level of copper and zinc smelting will reach 50%, and the capacity below the energy efficiency benchmark level of the three industries will be basically zero; During the "Tenth Five Year Plan" period, the proportion of electrolytic aluminum using renewable energy reached more than 30%, Ensure that the non-ferrous metal industry in the province will reach the peak of carbon by 2030, the electrolytic aluminum industry will take the lead in reaching the peak, and the copper, zinc and other sub industries will reach the peak in turn.

The reporter learned that in order to achieve the goal of carbon peak in Sichuan nonferrous metals industry, the Plan proposed five major carbon reduction tasks.

In building a low-carbon industrial pattern, Sichuan will strengthen the project management of nonferrous metal smelting industry, manage the stock, projects under construction and planned projects by category, and resolutely curb the blind development of "two high and one low" projects. At the same time, we will undertake industrial transfer with high quality, and guide the non-ferrous metal industry to orderly transfer its production capacity to areas where renewable energy is abundant and resources and environment can be carried.  

In terms of deepening technological energy conservation and carbon reduction, Sichuan will strengthen the research and development of energy-saving and low-carbon technologies, carry out common key technologies such as waste heat recovery, cutting-edge leading technologies such as ammonia zinc smelting, and subversive technologies such as low-carbon preparation of sponge titanium, and promote the research and development of low-carbon processes such as zero carbon processes, short process processes, and waste free metallurgy. At the same time, digital transformation and upgrading will be carried out to comprehensively promote the construction of intelligent mines and factories in key areas.  

In terms of optimizing the energy consumption structure, We should control fossil energy consumption, promote clean energy substitution, and encourage enterprises to participate in the development and construction of renewable energy, hydrogen energy, and energy storage, such as photovoltaic, wind power, and biomass energy. Encourage and guide nonferrous metal enterprises to actively absorb renewable energy through green power trading, purchase of green power certificates, and strive to use more than 25% and 30% of renewable energy in electrolytic aluminum by 2025 and 2030 respectively.

In terms of promoting industrial circular development, It is necessary to develop the renewable metal industry, and the proportion of renewable metal supply will reach more than 24% by 2025. At the same time, we will accelerate and encourage the cluster development of primary and regeneration, smelting and processing industries, reduce logistics and transportation links, promote short process processes such as direct aluminum alloying, and increase the proportion of direct aluminum alloying to more than 90% by 2025.

In terms of strengthening green manufacturing leadership, Sichuan will improve the level of cleaner production, comprehensively promote green manufacturing, guide nonferrous metal production enterprises to select green raw materials, technologies, equipment and logistics, and establish a green low-carbon supply chain management system. Encourage enterprises to carry out green design of industrial products based on the green and low-carbon development concept of product life cycle, and guide downstream industries to select green non-ferrous metal products.
