Notice of the Provincial Science and Technology Department on Issuing the Demand for Unveiling Scientific and Technological Projects in 2024
All cities, prefectures, directly administered cities, Shennongjia Forest District Science and Technology Bureau, Science and Technology (Science and Technology) Bureau of all counties (cities, districts) with expanded powers, East Lake High tech Zone Management Committee, and all relevant units:
According to the requirements of the Interim Measures of Hubei Province for the Management of Science and Technology Projects and Funds in the Disclosure System, the Provincial Department of Science and Technology has selected a number of science and technology project needs (Annex 1) that are in urgent need of key industries in our province, have clear application scenarios, and restrict the innovative development of enterprises on the basis of public solicitation in the early stage. The relevant matters are notified as follows.
1、 Uncover the docking
1. The unveiling party connects with the demand unit, and the demand unit chooses the unveiling party independently.
2. The unveiling party shall be a domestic university, scientific research institute, enterprise or social organization with independent legal personality. The disclosing party and the demanding party cannot be the same company or its subsidiaries, and there is no equity relationship and related transactions. There is no equity relationship between the project personnel of the unveiling party and the demand unit.
3. The unveiling party and the demand unit communicated with each other and reached a consensus, signed a technical contract, jointly formulated the project feasibility plan (see Annex 2), and completed the first appropriation according to the technical contract.
2、 Project declaration
1. The demand unit shall declare the projects that have completed the disclosure and docking.
2. The applicant logs into the "Hubei Science and Technology Plan Project Management Platform"（ https://kjt.hubei.gov.cn/jhgl ）, fill in the project feasibility plan online, and upload the technical contract (the project name in the technical contract should be consistent with the announced project demand name), the first appropriation voucher, the letter of commitment of good faith (see Annex 3, signature and seal), the cover of the feasibility plan (seal), and relevant attachment materials (color scanned copies of the original to be uploaded if handwritten signature or official seal is required). The registration of new units shall be carried out according to the guidelines of the website.
3. In principle, the project implementation period shall not exceed 3 years.
4. The deadline for declaration is 17:00 on June 10, 2024.
3、 Project recommendation
According to the principle of centralized management, the science and technology bureaus of all cities (prefectures and forest districts), the science and technology (science and technology economy) bureaus of all counties (cities and districts) with expanded powers, and the East Lake National Independent Innovation Demonstration Zone Management Committee are recommended as the centralized management units. After careful review, each recommender will log on to the "Hubei Provincial Science and Technology Plan Project Management Platform" for online recommendation, and upload the Summary Table (Format) of Recommended Science and Technology Projects in 2024 (Annex 4).
The recommended deadline is 17:00 on June 12, 2024.
4、 Preferential support
After the unveiling of scientific and technological projects are reviewed and evaluated, appropriate financial support will be given to the best projects, and they will be included in the provincial scientific and technological plan for unified management.
