In terms of financial support, Beijing recently announced the loan discount scheme for equipment purchase and renovation in key areas. Eligible projects will receive 2.5 percentage points of discount interest for a period of two years; Jiangsu also made clear the financial discount interest arrangement for equipment purchase and renovation projects related to manufacturing industry: provincial finance will give 1% discount interest, and city and county levels are encouraged to give another 1% discount interest.
In terms of element guarantee, Hubei proposed to strengthen the guarantee of land use, energy use, environmental assessment and talent elements, and simplify the approval procedures for technical transformation projects that do not use new land and focus on equipment renewal.
In terms of innovation support, Heilongjiang proposed to coordinate innovation resources inside and outside the province, and carry out technological breakthroughs around major technical problems in the manufacturing industry such as power generation equipment, transportation equipment, large complete sets of equipment and intelligent agricultural machinery equipment.
