Li Yilong, member of the Standing Committee of the CPC Wuhan Municipal Committee and director of the Wuhan Municipal Public Security Bureau, specially organized to study the case and set up a special case team led by the Economic Investigation Detachment to carry out investigation. After sufficient evidence was obtained, the police caught up the criminal group of this evil force, and all illegal debts were cancelled.

On November 12 this year, the People's Court of Hongshan District issued a first instance judgment on five people, including Gong and He, who were sentenced to 11 months to three years of imprisonment respectively. Xiao Yang, 19, who lives in Tongshan County, was admitted to a vocational college in Wuhan last year. At that time, Xiao Yang's father died for more than two years and lived on subsistence allowance with his mother. The tuition of 8000 yuan was paid by applying for student loans, and the tuition and miscellaneous fees of more than 5000 yuan were borrowed from relatives and friends.

One day in early September, Xiao Yang saw an advertisement on the campus, which said, "The micro loan of college students' consumption platform has low interest rate, high quota, easy operation and fast loan". Xiao Yang, who had just entered the university campus, thought that campus loans were like formal financial institutions, but unexpectedly fell into a trap. Xiao Yang dials the number on the advertisement. On September 10 last year, the salesman of a loan company called "Dream" came to him for a loan and asked him to sign and fill in the form. After that, it showed that the total amount of the loan was 7800 yuan. The loan was repaid in 12 installments, 790 yuan for each installment. The repayment was made before 2:00 p.m. on the first day of each month.

However, the loan company required to deduct "service charge", "service charge", "deposit", etc., and Xiao Yang actually received only 4000 yuan. Since then, Xiao Yang has given his mother 2000 yuan to repay the debt. In October, he paid a loan. At 2:20 p.m. on November 1, the loan company called Xiao Yang to say that he was in default, asking him to immediately repay the remaining principal and interest of 7900 yuan and pay an additional 2000 yuan of "overdue fees". When Xiao Yang had no money to repay, the loan company forced him to borrow new debt to repay old debt, and introduced him to find a company called "Love Installment" to borrow 8000 yuan. "The company first said that it only needed 2000 yuan for service. When it got 6000 yuan to leave, a strong man asked me to come back and said that it needed 2000 yuan for service and 2000 yuan for deposit. In the end, I only got 2000 yuan," said Xiao Yang.

On November 26 last year, Dream Company asked him to eliminate the overdue record, and was asked to pay off the full amount as soon as he entered the house, and charged an additional "overdue fee" of 2000 yuan, totaling 9900 yuan. Xiao Yang has no money to pay back. The "Dream" company asked Xiao Yang to continue to lend money. The next afternoon, Xiao Yang's mother, Ms. Cheng, arrived. When Xiao Yang finally "paid off" 9900 yuan, he owed "Love Installment" and other companies a total of more than 50000 yuan.

Xiaoyang has no intention of going to school and returns to Tongshan with his mother. He keeps receiving debt calls and threatening text messages. On the evening of December 3 last year, a group of people drove to Tongshan in a van and wrote red letters on the exterior wall of the house they had rented. Eight days later, mother and son came to Luonan Police Station in Hongshan District, Wuhan City to report the case.

More than 10 college students have entered the "campus loan"

The loan is mainly for freshmen and sophomores who are not registered in Wuhan. In addition to Xiao Yang, more than 10 college students were also injured.

According to the police, when college students come to take loans and sign the installment loan contract, they will forcibly deduct the "service charge", "service charge" and "deposit" when making loans, and then arbitrarily determine that students are overdue or in breach of contract under various pretexts, so that Ma Zai, Mr. Yu and Mr. Zhao can find students in their dormitories and take them back to the company.

Gong and He, through deception and intimidation, asked students to immediately return the principal and high interest, and then forced them to collect fees in various names such as "expediting fees" and "intermediary fees", otherwise they would not let students leave the company.

According to the police handling the case, when the student said he was unable to repay, Gong would call Wang, the head of another campus loan company, to force the student to borrow from him to repay his debt, which is called "washing the list" in their business. Wang will also charge a high "service charge" when he lends money.

During the investigation, the police found that the suspects Gong and He had concealed their means. The contract they signed with the victim had many pitfalls. They skillfully set up various charges, and the contract was in one copy. After signing, it was taken back by the "company", resulting in that the students did not even have vouchers. If some of the injured students call the police, they will take out the contract and insist that this is an ordinary debt dispute. Some students, on the contrary, have the illusion of violating the contract when they are urged to pay debts, and dare not call the police. When collecting debts, this criminal gang did not use such violent means as binding, beating and illegal detention, but formed psychological oppression and intimidation on borrowers through soft violence such as verbal threats and crowd building.

As college students are new to the world, Gong and He often succeed. Zhao and Yu, Ma Chai, also become more arrogant. Sometimes they go to students' homes to collect money, and even conflict with their parents. The victimized students and parents abhor Gong and He's behavior.

On November 12 this year, the case was pronounced at the first instance in the People's Court of Hongshan District, Wuhan City. According to the relevant provisions of the Criminal Law of the People's Republic of China, the defendants, Mr. Gong and Mr. He, were sentenced to three years' imprisonment; The defendants Zhao, Yu and Wang were sentenced to imprisonment ranging from 11 months to two years.
