On May 20, the New Industrialization Promotion Conference of Chengdu was held, at which the Action Plan of Chengdu for Promoting the Development, Promotion and Application of Hydrogen Fuel Cell Commercial Vehicle Industry (2024-2026) (hereinafter referred to as the Action Plan) was printed and issued, which defined the main objectives and supporting policies and measures.

The Action Plan proposes that Chengdu will speed up the formation of new quality productivity in the automotive industry dominated by hydrogen fuel cell commercial vehicles, further improve the display and competitiveness of the hydrogen fuel cell commercial vehicle industry, and seize the new track of the domestic hydrogen fuel cell commercial vehicle industry.

According to the relevant deployment of the Action Plan, by 2026, Chengdu will make breakthroughs in the core technology of hydrogen fuel cell commercial vehicles and key parts, realize the large-scale promotion and application of vehicles, drive the continuous downward exploration of costs, build a hydrogen energy guarantee network covering the whole city and radiating the Chengdu metropolitan area, and make the whole industrial chain ecosystem of hydrogen fuel cell commercial vehicles more sound, The comprehensive strength of the industry and the scale of demonstration and promotion rank first in China. For different fields, the overall objectives include the following aspects.  

The hydrogen fuel cell commercial vehicle industry has developed comprehensively. The Action Plan proposes that by 2026, Chengdu will strive to achieve an industrial scale of more than 20 billion yuan for hydrogen fuel cell commercial vehicles, cultivate no less than five leading enterprises ranking among the top five in the industry chain related to complete vehicles or core parts, drive the technological upgrading and cost reduction of hydrogen fuel cell commercial vehicles, and create a complete industry chain The core parts of hydrogen fuel cell commercial vehicles and the whole vehicle R&D and manufacturing base with advanced technology.

The demonstration application of hydrogen fuel cell commercial vehicles has kept ahead. According to the Action Plan, Chengdu will expand the demonstration application scenarios, focusing on building Chengdu sections of green hydrogen lines such as "one corridor and five roads". The total number of hydrogen fuel cell commercial vehicles promoted and applied in the city will not be less than 3000, and the city will build a leading demonstration application and commercial operation area for hydrogen fuel cell commercial vehicles.

Hydrogen fuel cell commercial vehicle hydrogenation facilities are basically networked. The Action Plan proposes that Chengdu will improve the approval and operation management system for the construction of hydrogen production, hydrogen transportation and hydrogen refueling stations, lay out and build hydrogen refueling stations in key development regions and districts (cities) and counties, strive to build 20 hydrogen refueling stations (including 5 integrated hydrogen production and hydrogen refueling stations), and form a hydrogen refueling station infrastructure network matching the promotion scale of hydrogen fuel battery commercial vehicles.

Improve the manufacturing capacity of hydrogen fuel cell vehicles. The Action Plan proposes that Chengdu will be committed to expanding the production and marketing scale of hydrogen fuel cell commercial vehicles, and will give a production and marketing reward of up to 50 million yuan for a single vehicle model if the vehicle enterprise develops or introduces hydrogen fuel cell commercial vehicle models (including Class II chassis) and puts them into the market to achieve sales, taking into account the vehicle price, model, output value and sales volume.

Accelerate the demonstration application of hydrogen fuel cell commercial vehicles. According to the Action Plan, Chengdu will strengthen demonstration and promotion from five aspects. First, it will support the purchase and application of complete vehicles, focusing on guiding and encouraging the use of hydrogen fuel cell commercial vehicles in urban public transport, sanitation, urban construction logistics and other public areas; Second, support the exchange of old fuel commercial vehicles for new ones, and give a replacement reward of 4000 yuan/vehicle for light commercial vehicles, 10000 yuan/vehicle for medium commercial vehicles, and 16000 yuan/vehicle for heavy commercial vehicles to the units that have eliminated the operating vehicles with emission standards of National IV and below registered in this city (cancelled in this city) and purchased and licensed hydrogen fuel cell commercial vehicles in this city; The third is to strengthen the leadership and drive in the public sector. Under the condition of ensuring normal operation, administrative organs, state-owned enterprises and institutions give priority to the use of hydrogen fuel cell commercial vehicles in the public sector, and the new and updated hydrogen fuel cell commercial vehicles strive to be no less than 20% of the new or updated amount; The fourth is to support the operation of demonstration projects, and the operating units participating in the hydrogen fuel cell commercial vehicle demonstration project will be given an annual operation subsidy of 12000 yuan/vehicle during the demonstration period; Fifth, improve the road authority of hydrogen fuel cell commercial vehicles. Hydrogen fuel cell commercial vehicles are not subject to the restrictions of the relevant traffic management measures and tail number restrictions of trucks in Chengdu.

Strengthen the supporting construction of hydrogen refueling stations. The Action Plan proposes to give a one-time subsidy of 10 million yuan to the integrated hydrogen production and hydrogenation station and the liquid hydrogen refueling station respectively; After being selected into the national hydrogen fuel cell vehicle demonstration group, the hydrogen refueling stations that provide hydrogen refueling services and whose sales price is not more than 25 yuan/kg and daily hydrogen refueling capacity is not less than 500 kg will be given an operating subsidy of 20 yuan/kg and up to 5 million yuan/kg according to the annual cumulative hydrogen refueling amount.
