A few days ago, Yunnan Provincial Department of Transport issued the Notice on the Use of Electronic Certificates for Inter provincial Charter Vehicles (hereinafter referred to as the Notice). The Notice shows that Yunnan Province's chartered passenger transport management information system will officially start the relevant functions of "inter provincial chartered electronic voucher" at 9:00 on May 20, 2024.

The Notice clearly states that when undertaking the inter provincial charter business to Chongqing, Sichuan, Guizhou, Guangxi and Tibet, the operator of charter passenger transport shall have the same legal effect with the current "inter provincial charter passenger transport signboard" (paper) when holding the "inter provincial charter electronic voucher" of Yunnan Province. In terms of license plate style, Yunnan's "inter provincial charter e-voucher" consists of two parts: the basic information of charter filing and the "anti-counterfeiting QR code" (generated according to the technical specifications of the Ministry of Transport for inter provincial charter passenger transport basic information sharing).

The operation process needs to be recorded and applied for by the chartered passenger transport enterprise: according to the record process of Yunnan Province's chartered passenger transport management information system, the transport business needs to be submitted to the provincial charter for record. After the record is approved, the "provincial charter e-voucher" is applied and issued under the "license plate printing" function. It should be noted that the application for "inter provincial charter e-voucher" currently only supports the inter provincial charter filing of provinces (districts, cities) whose starting and ending places and passing places do not exceed the scope of activation. The driver of chartered passenger transport receives the certificate: after the chartered passenger transport enterprise completes the issuance of the "inter provincial chartered electronic certificate", the driver receives the "inter provincial chartered electronic certificate" and certificate through the "receive electronic license plate" and "electronic license plate" functions of the "Yunnan Yuntong" WeChat applet, and the driver should carry the charter contract as the road inspection certificate.

The Notice also requires that the transportation authorities of each state and city ensure that the application of "inter provincial chartered electronic signboards" within the scope of use will be fully covered by the end of 2024. The competent transportation departments of all states and cities and the provincial traffic law enforcement bureaus should strictly implement mutual trust and mutual recognition within the scope of the "inter provincial charter electronic voucher". In the comprehensive traffic law enforcement, the "inter provincial charter electronic voucher" in Chongqing, Sichuan, Guizhou, Guangxi and Tibet has the same legal effect as the current "inter provincial charter passenger transport signboard" (paper).
