On April 20, 2024, the main leaders of the provincial party committee and the provincial government issued the Order on Resolutely Winning the 2024 Forest and Grassland Fire Prevention and Extinguishment Campaign (No. 1 Order of the Chief Forest Officer in 2024), requiring forest leaders at all levels to resolutely shoulder the responsibility of forest and grassland fire prevention and extinguishment, effectively prevent and resolve forest fire risks, resolutely curb the frequent occurrence of forest fires, and ensure the safety of people's lives and property. On February 25, the main leaders of the provincial government also issued the Order of the People's Government of Yunnan Province on Forest and Grassland Fire Prevention in 2024, which comprehensively deployed forest and grassland fire prevention and fighting.

Since the fire prevention period entered on December 1, 2023, especially after the high fire risk period entered on March 1 this year, most regions of the province have sunny and windy weather, and the temperature continues to rise. Most regions of 14 prefectures and cities have continued to reach the level 4 forest fire risk, and some regions have reached the level 5 extremely high fire risk. The forest and grassland fire prevention and extinguishing work is facing severe challenges. The issuance of the Order of the Chief Forest Officer and the Fire Prevention Order fully reflects that the provincial party committee and the provincial government always pay attention to the prevention and control of natural disasters and make early planning and deployment. All localities and departments earnestly implement the deployment requirements of the provincial party committee and government, pay attention to the implementation of responsibilities, troubleshooting of hidden dangers, service guarantee, infrastructure construction, and do a good job in disaster prevention, mitigation and relief.

Compacting the responsibility of "prevention", all regions and departments in the province conscientiously perform the responsibility of disaster prevention and reduction, increase the efforts of disaster prevention and reduction in the industry, and continue to press the responsibility of compaction.

In order to do well in the work of earthquake prevention and disaster reduction, the provincial earthquake relief headquarters has successively organized and held various meetings to promote the work of earthquake prevention and disaster reduction in the whole province, such as the joint meeting of earthquake prevention and disaster reduction work, the on-site promotion meeting of earthquake prevention and disaster reduction work, the promotion meeting of earthquake prevention and geological disaster work, the earthquake trend meeting chamber of commerce, the special meeting of earthquake prevention and disaster reduction work, and so on; Three rounds of supervision and inspection were carried out to urge relevant departments around the country to effectively eliminate hidden dangers, plug loopholes, supplement weak points, and make solid preparations for dealing with major earthquakes and catastrophes. In order to do a good job in the prevention and control of geological disasters, the Provincial Department of Natural Resources printed and distributed the annual geological disaster prevention and control plan, and strengthened the construction of a comprehensive geological disaster prevention system. Organize the investigation of geological hazards and timely eliminate them. Up to now, 15900 groups of experts have been dispatched, with a total of more than 70000 person times, 65383 hidden trouble spots have been inspected, and 674 hidden trouble spots have been eliminated; The meteorological risk warning information of geological disasters was released earlier than in previous years. The "100 day hard work" action of geological hazard troubleshooting in the engineering and mining fields of the province was deployed, and the geological hazard troubleshooting and special rectification were carried out in six key parts of the two fields.

Tamp the foundation and improve the ability of "reduction"

Deepen the application of risk survey results. Yunnan Province expanded the application scope of the first national natural disaster comprehensive risk survey data, gave full play to the role of the results of risk survey assessment and zoning in decision-making support in disaster risk avoidance, determination of defense standards and other aspects, and promoted the integration of survey data into disaster monitoring and early warning and emergency command systems, and into grass-roots safety governance platforms in the process of project approval and construction of major projects, Maximize social benefits. Strengthen the construction of emergency response team. Strengthen the construction and management of emergency shelters. We will promote the demonstration of comprehensive disaster reduction. In recent years, Yunnan Province has strengthened the coordination of disaster reduction resources and forces, with the establishment of community emergency rescue teams with rapid response as the key point of work, and with the goal of improving community emergency self rescue ability and reducing disaster losses, a total of 257 national comprehensive disaster reduction demonstration communities have been created.
