Recently, the official website of the Department of Industry and Information Technology of Yunnan Province released the Notice on the Application of Provincial High Quality Development Special Fund for Manufacturing Industry in 2024 (the direction of comprehensive utilization of phosphogypsum), which clearly stated that the provincial high quality development special fund for manufacturing industry in 2024 (the direction of comprehensive utilization of phosphogypsum) mainly supports two categories, They are respectively the construction of phosphogypsum harmless treatment and comprehensive utilization project, and the promotion and application of phosphogypsum comprehensive utilization products.
The comprehensive utilization direction of phosphogypsum includes categories, key support points and application conditions, which shall be implemented in accordance with the Guidelines for Application of Comprehensive Utilization Direction of Phosphogypsum. Among them, the reward and subsidy fund for phosphogypsum harmless treatment and comprehensive utilization project has been allocated twice after the sub project review and project acceptance, and the amount of promotion and application of phosphogypsum comprehensive utilization products has been allocated in the form of post award and subsidy.
According to the Application Guide for Comprehensive Utilization Direction of Phosphogypsum, the construction of phosphogypsum harmless treatment and comprehensive utilization projects will support the harmless treatment of phosphogypsum and the annual comprehensive utilization capacity of phosphogypsum in the year under construction in 2024 to be more than 300000 tons, and the total investment in harmless project construction (excluding land use investment) will be more than 3 million yuan New, reconstruction and expansion projects with a total investment in comprehensive utilization projects (excluding land use investment) of more than 5 million yuan (inclusive). In principle, the project construction period shall not exceed December 31, 2025. The project bonus and subsidy fund will be allocated in two times. 50% will be allocated after the project passes the review, and the remaining 50% will be allocated after the project passes the acceptance. If the project fails to pass the acceptance, all the funds allocated at the earlier stage will be recovered, and the bonus and subsidy amount will be reduced accordingly for the project with reduced actual investment.
The key points of support for the promotion and application of phosphogypsum comprehensive utilization products include the implementation of the main body of the "three projects" of ecological restoration and utilization of phosphogypsum abandoned mines, the promotion of phosphogypsum building materials, the application of phosphogypsum subgrade materials, and the comprehensive utilization of phosphogypsum as the raw material for the production and application of related products. Specifically, it includes the production of phosphorus building gypsum powder by using phosphogypsum, and the production of building materials series products by using phosphorus building gypsum powder, with the utilization amount of more than 50000 tons (inclusive) in that year. Phosphogypsum is used to make cement retarder, and the utilization amount in that year is more than 30000 tons (including 30000 tons); Phosphogypsum or phosphogypsum cement retarder is used in cement production, and the utilization amount of that year is more than 30000 tons (including 30000 tons). The construction unit and construction unit that purchase phosphogypsum building materials have a single project utilization of more than 200 tons. If the use of phosphogypsum as a pilot demonstration project of subgrade materials has been recognized by the Provincial Department of Transport and the Provincial Department of Housing and Urban Rural Development, and the utilization of phosphogypsum has reached more than 10000 tons (including 10000 tons), it will be verified and recognized by the relevant provincial departments according to their operating mechanisms, and the bonus funds will be awarded according to the approved utilization. The pilot demonstration project of using modified phosphogypsum materials for ecological restoration of mines recognized by the Provincial Department of Natural Resources, the Provincial Department of Ecological Environment and other departments, and the utilization amount of phosphogypsum reaches 100000 tons or more. After the acceptance of the project, the reward and subsidy fund shall be allocated at a time not exceeding 10% of the total investment of the project, and the amount of a single project shall not exceed 30 million yuan.
The project declaration shall adopt the method of "online declaration+written declaration", and in principle, the declaration shall be made once every quarter. The whole process of allocation and use of special funds insisted on online declaration and publicity, and the results were disclosed on the "Sunshine Cloud Finance All in One Netcom" platform for a long time.
