The Notice requires provincial civilization offices at all levels to extensively carry out propaganda activities on the practice of changing customs, vigorously publicize the relevant spirit of the No. 1 Document of the Central Committee, further promote the new trend of socialist civilization, and establish the concept of healthy, civilized and thrifty marriage. Together with the Agricultural Office, the Agricultural and Rural Affairs Bureau, the Civil Affairs Bureau, the Communist Youth League, the Women's Federation and other departments, the village (community) as a unit, organized and established a volunteer persuasion team to resist high bride price gifts, carried out door-to-door propaganda and persuasion, played the role of the Communist Youth League, the Women's Federation and other group organizations, and built a platform for rural youth marriage education, marriage and friendship, and marriage services. We will promote the establishment of a "voluntary matchmaker studio" and create a "one-stop" service platform for dating, premarital counseling, marital relationship adjustment, and emotional counseling. We should promote the correct concept of marriage and love as an important part of the cultural life of the rural masses, and create and promote literary and artistic works popular with the masses.

The Notice proposes to encourage village committees to provide convenience for villagers to hold wedding banquet relying on village level comprehensive service facilities and other places. Encourage qualified areas to establish rural banquet service teams, and clarify service items, charging standards and service commitments. Organize the revision and improvement of village rules and regulations, and formulate restrictive measures against such bad habits as large-scale exercises, extravagance and waste, comparison of human feelings, comparison of wealth. We will give full play to the role of various mass organizations such as the Red and White Council, the Ethics Review Council, and the Villagers' Meeting to form a clear direction and a good atmosphere for resisting high bride price gifts.
