From August 6 to 8, Ruan Chengfa, secretary of the Yunnan Provincial Party Committee, led a team to Hekou Yao Autonomous County of Honghe Hani and Yi Autonomous Prefecture and Jinping Miao, Yao and Dai Autonomous County to supervise and inspect the epidemic prevention and control work. He stressed that the important directive spirit of General Secretary Xi Jinping should be implemented in Yunnan in a down-to-earth manner, the epidemic prevention and control and the strengthening of border defense should be taken as the overriding work at present, integrated and promoted as a whole, and the fight against epidemic prevention and control should be resolutely won.
The delegation led by Ruan Chengfa went deep into the border line of Hekou and Jinping counties to observe the construction progress of physical blocking facilities, border joint defense stations, technical defense systems, centralized isolation medical observation points, and the implementation of various measures for epidemic prevention and control and border control. Ruan Chengfa asked the main leaders of the party and government at all levels to firmly grasp the work of strengthening border defense, earnestly implement the work deployment of the provincial party committee and the provincial government, and accelerate the construction of physical blocking facilities and border joint defense stations. Relevant provincial departments should improve the reward and compensation mechanism, quickly organize training, strengthen guidance, and ensure the construction quality and progress. Ruan Chengfa also gave a cordial condolences to the party, government and military police and people on duty, asked the local people to do a good job in the related life security work, and encouraged everyone to earnestly perform the sacred duty of guarding the border for the country.
On the morning of August 8, Ruan Chengfa chaired a symposium to convey the important directive spirit of General Secretary Xi Jinping on epidemic prevention and control, the instructions and requirements of Premier Li Keqiang, and the work deployment of the teleconference of the joint prevention and control mechanism of the State Council, and to study and solve the outstanding problems with everyone.
Ruan Chengfa pointed out that the important directive spirit of General Secretary Xi Jinping on epidemic prevention and control was specific and enlightening. All regions and departments, especially the border states (cities) and counties (cities), should put themselves and work into it, and seriously think about whether our minds are paralyzed or lax? Are the prevention and control measures not strictly implemented? Need further improvement? Are the gates for external defense input held? We should take the prevention and control of epidemic situation and the strengthening of border control as the overriding task at present. We should strictly guard against and be prepared for the fight against epidemic situation, and resolutely win the fight against epidemic prevention and control.
Ruan Chengfa stressed that epidemic prevention and control and strengthening border defense are the political responsibility of the Party committees and governments at all levels in border areas, which is the only way to make everything easy. Leading cadres at all levels in Honghe Prefecture should improve their awareness and become highly nervous in ideology. The "top leaders" of the party and government should take charge of it personally, and the party and government teams should join hands to strengthen the overall planning at the prefecture level, so as to sink the work. It is necessary to fully implement the "five level section length system" of the border line, fully implement the grid management of border villages, comprehensively check the entry and exit of foreign personnel in border counties, comprehensively strengthen the construction of physical barrier facilities at the border, comprehensively accelerate the construction progress of the technical defense system, and try its best to seize time and progress. The three border counties of Hekou, Jinping and Luchun should strictly control the entry and exit of personnel, take the most resolute and powerful measures to combat illegal immigration, take more strict, solid and detailed measures for epidemic prevention and control, carefully check the loopholes in all links, resolutely prevent isolation points and hospital infection, and comprehensively promote the third phase of vaccination.
Ruan Chengfa stressed that defending the border for the country is the sacred and glorious responsibility of the cadres and masses in border areas. We should have a mind of "the biggest country", strengthen national awareness and gate awareness, and firmly build the ideological "Great Wall of Steel". It is necessary to establish a correct working concept and orientation, based on long-term stability, based on managing the surrounding areas, based on the establishment of systems and mechanisms, and build a strict prevention and control system of "villages are fortresses, households are sentries, and everyone is sentry".
Ruan Chengfa pointed out that the epidemic will eventually pass, and the border of Yunnan will be different from then on. We should strengthen the top-level design, make scientific plans and promote, earnestly solve some long-standing problems of border control that have not been solved for a long time, and strive to build an iron bastion of borders with Chinese characteristics and Yunnan characteristics.
