Typical case of 2020 content technology application: CCTV's "24 Hour Epidemic Situation" slow broadcast product

1、 Overview

At the beginning of 2020, the Central Video 5G new media platform of China Central Radio and Television Station innovatively launched the "24 Hour Epidemic Situation" slow live broadcast product. On January 26, CCTV exclusively launched a slow live broadcast of the first route of Huoshenshan Hospital construction on the whole network; On January 27, the construction of Leishen Mountain Hospital was launched in HD and slow broadcast. The series of slow live broadcasts have been launched for a total of 7 shots, including two VR shots. From the hospital construction to the putting into use, the 24 hour non-stop live broadcast lasted 117 days in total, and the cumulative online live broadcast exceeded 6000 hours. This slow live broadcast work recorded the whole process of the construction of Huoshen Mountain Hospital and Leishen Mountain Hospital, reported to the world "China's speed in racing against the epidemic", and demonstrated China's determination to fight against the epidemic, as well as China's transparent public opinion and open information.

2、 Main practices

1. Clarify the working principle and smooth the process. Multiple traditional 2D live broadcast equipment and VR live broadcast equipment are set up on the Huoshen Mountain and Leishen Mountain, transmitted to the central video mobile network server through 5G network signals, and entity and cloud guide stations are deployed at the back end to switch signals and add dynamic packaging. PGM signals are distributed and pushed to the central video client platform through CDN acceleration nodes.

2. Optimize the live broadcast equipment. The live broadcast uses the star level network high-definition high-speed intelligent camera that supports digital wide dynamic, 3D digital noise reduction, strong light suppression, electronic anti shake, and SmartIP, and the VR slow live broadcast camera that uses trial splicing and supports a maximum resolution of 8K.

3. VR signal transmission is adopted. VR live broadcast adopts 8K ultra-high definition shooting equipment for dynamic real-time acquisition and coding output, and intelligent compressed picture compensation algorithm realizes real-time global HDR in VR machine, reducing transmission pressure.

4. Strengthen the ability of terminal live broadcast. At the same time of mobile phone live broadcast, security camera, VR camera and other multi terminal live broadcast capabilities, 5G+CPE is used to quickly support the complex live broadcast environment in front of us, and race against time to ensure live broadcast.

5. Establish a link node optimization mechanism. Real time monitoring and guarantee system performance at all levels, and establish an automatic machine switching mechanism based on performance data, and a link node optimization mechanism before live broadcast.

6. Establish a special guarantee mechanism. The active/standby streaming mode is adopted, and it goes to the edge node and then back to the top node to optimize the internal transmission, strengthen the live stream guarantee, and ensure the clarity and low latency. 24-hour monitoring is carried out for key live streaming links to effectively guarantee the stability of live streaming through the network in multiple directions.

7. Strengthen cloud computing. After receiving the live broadcast signal in front, the cloud system starts to quickly and real-time transcoding, adding watermarks, etc., to ensure the speed of live broadcast images through cloud computing, and deliver them to users with high quality.

8. Strengthen CDN resource guarantee. CCTV has deployed thousands of CDN acceleration nodes nationwide and overseas for traffic distribution, providing a smooth user experience.

3、 Main achievements

Since the launch of the product, the number of people watching CCTV video has reached nearly 200 million, and keywords such as "cloud supervisor", "fork sauce", "excavator Tiantuan" have been on the hot search list for many times. Driven by slow live broadcast, various operation data of CCTV has constantly hit new historical highs. The client app has jumped to the top of the ranking list of Apple App Store, and more than 144 domestic and overseas media or platforms have forwarded reports, realizing a win-win situation of communication value, user value and social value.

4、 Social evaluation

This is a new exploration of media integration, and it is the first time for China to apply slow broadcast in public health emergencies. The slow live broadcast changed the epidemic situation report from "timely" to "real-time" live broadcast, and recorded the construction of two epidemic resistant hospitals in Vulcan Mountain and Leishen Mountain in a 24-hour, objective and true way, which has important image value and historical data value. The audience was guided to focus on the important measures of national epidemic prevention. Hundreds of millions of netizens across the country turned into "cloud supervisors", creating a good public opinion atmosphere for the fight against the COVID-19 epidemic, gathering people's hearts, warming people's hearts, and stabilizing people's hearts. The positive public opinion field was built online at the first time, and the way of social governance and consensus formation of public opinion was innovated. Relevant positive energy topics have been on the hot search lists of microblog and Baidu for many times. The dissemination of our party's concept of "taking the people as the center" in a silent way is a realistic manifestation of the openness and transparency of the party and government information and respect for the people's right to know.

The slow live broadcast was praised and affirmed by the leaders of the Central Committee and the Propaganda Department of the Central Committee. The work has been reprinted by many international mainstream media and social media platforms such as BBC and FOX, which vividly demonstrates China's image, speed and confidence. Many foreign leaders have become fans of the "slow live broadcast of the construction of Huoshen Mountain and Leishen Mountain hospitals". During this period, they watch every day, and all political parties in various countries generally agree with China's epidemic prevention and control work.

5、 Conclusion

In 2020, slow live broadcasting, represented by the construction of slow live broadcasting products of Huoshen Mountain Hospital and Leishen Mountain Hospital in the CCTV "24 Hours of Epidemic Situation", will become popular. This objective and true new media expression method directly presents the core scene of major events, creates a new paradigm of communication interaction, promotes the formation of the same frequency resonance public opinion field in cyberspace, and arouses great attention from domestic and overseas media. From "cloud supervision" to "cloud watching" and then to "cloud appreciating cherry trees", CCTV provided the audience with channels for emotional sustenance during the epidemic period, and enhanced the sense of participation in the governance of major public events. Based on the new technology and new ideas of slow live broadcast, new ideas are matched, and new works are constantly developed to drive the whole platform to obtain value.
