According to the Implementation Plan, the autonomous region will focus on high-quality construction of "eight industrial clusters", carry out two-way interactive industrial assistance and enterprise promotion activities with 19 provinces and cities in Xinjiang through 14 regions (prefectures and cities), actively undertake suitable industrial transfer, and guide more enterprises in other provinces and cities to start businesses in Xinjiang, We will strive to build a modern industrial system with Xinjiang's characteristics and advantages.

The Implementation Plan pointed out that the construction of "eight major industrial clusters" should be highlighted, and a batch of demonstration areas for undertaking industrial transfer should be cultivated around resources and industries such as oil and gas, coal, minerals, new energy and new materials, grain and oil, cotton, fruits and vegetables, livestock products, etc. Support the transformation and upgrading of Xinjiang's traditional industries, and support Xinjiang to vigorously develop strategic emerging industries. Focus on the construction of the core area of the Silk Road Economic Belt and the China (Xinjiang) Pilot Free Trade Zone, and support Xinjiang to build a high-level industrial layout of opening up. In combination with industries and regions with low private investment, complement the weak points in the investment and financing field.

The Development and Reform Commission of the Autonomous Region (Xinjiang Aid Office), together with the Department of Industry and Information Technology and other departments, will take the combination of "going out" and "inviting in" to organize relevant places (states and cities), actively connect with the industrial resources of various provinces and cities that aid Xinjiang, and carry out the industrial aid promotion activities in relevant places (states and cities) in batches that are not limited to twinning. The landed investment projects are included in the list management, and relevant departments such as the project location (prefecture and city), the provincial and municipal counterpart of Xinjiang, and the Development and Reform Commission of Xinjiang Uygur Autonomous Region strengthen tracking guidance and service guarantee.
