The millennium plan is a national event. Since the establishment of Xiong'an New Area 7 years ago, from scratch, from blueprint to reality, the key projects have invested more than 670 billion yuan, built more than 4000 buildings, and a high-level modern city is emerging.

In the past year, Hebei Province and Xiong'an New Area have thoroughly implemented the important directive spirit of General Secretary Xi Jinping, and worked hard to write a new chapter of "high-quality construction, high-level management, high-quality relief and development".

High quality construction, the city of the future shows its embryonic shape and image

Entering the starting area of Xiong'an New Area, you can see the first headquarters building of China Huaneng, a state-owned enterprise, from a distance. Green is the background of Xiong'an New Area, and the concept of environmental protection runs through the whole process of building construction and operation. "We build a comprehensive energy system for the headquarters park, using ground source heat pump and other technologies to achieve clean and efficient heating and cooling. We lay photovoltaic modules on the roof and facade of the building to provide green power," said Liu Shaohua, head of the comprehensive department of Huaneng Xiong'an Branch. In January this year, the project was rated as an ultra-low energy consumption building demonstration project by the Department of Housing and Urban Rural Development of Hebei Province.

The spring flowers are blooming and the greenery is growing. Yuerong Park and a number of high-quality green spaces and parks are free to open, welcoming many citizens in spring. Xiong'an New Area adheres to the new concept of "planting green before building a city", and builds a thousand year old forest before starting urban construction. Up to now, 478000 mu of forest has been planted, and the forest coverage rate has increased from 11% before the establishment of the New Area to 34.9%.

From the university park library to the east-west axis, to the intercity station and the International Trade Center area, high standards and high quality run through all links of public infrastructure, road traffic, industrial parks and residential community construction.

Xiong'an Sports Center is the largest public sports facility in the New Area, and the stadium is the single building with the largest building area. "Different from ordinary stadiums, the main body of the upper part of the stadium is a fabricated steel structure building. Promote high-quality construction with innovative ideas. Xiong'an New Area adheres to the principle of "underground first, then aboveground". The digital city and the real city are planned and constructed synchronously, and the "three cities" underground, aboveground and cloud grow together. At present, about 97.3 km of comprehensive pipe gallery has been built, and the comprehensive pipe gallery in Rongdong and Rongxi districts has been put into use. Xiong'an Urban Computing Center, the "urban brain", is operating stably.

A high-quality city of the future is taking shape. Up to now, Xiong'an New Area has implemented 383 key projects with a total construction area of 43.7 million square meters. The "four systems" of urban construction consisting of the peripheral road framework, the internal backbone road network, the ecological corridor and the water system around the city have basically taken shape.

High level management, orderly construction of the "People's City" suitable for business and living in the new era

Since the establishment of Xiong'an New Area 7 years ago, about 120000 people have moved to new houses in the new areas such as Rongdong, Rongxi and Xiongdong.

How can new cities and new communities simultaneously promote the modernization of urban governance?

From the very beginning, Xiong'an New Area has made great efforts to "embroider". Xiong'an New Area has actively promoted the equalization of basic public services and built a "people's city" suitable for work and living in the new era.

Xiong'an New Area has built a "urban brain" management system supported by Xiong'an urban computing center and Internet of Things platform, video one web platform, urban information model platform, block data platform, etc., and urban service management has become increasingly intelligent, humanized and accurate.

Rongdong District, the first centralized built-up area in Xiong'an New District, has built about 30000 front-end devices, and set 19 intelligent algorithms for cameras in common scenes, which can intelligently identify and report various situations. "The city is' hearing and seeing ', and the management is more accurate." Wang Kun, deputy director of Rongdong City Operation Management Center, said that when the camera "finds" problems, it will automatically report information, and the center will send orders to the community property company, etc. The relevant personnel will immediately deal with them, take photos and give feedback, and the center will pass the acceptance of the camera, forming a disposal loop.

Management has "wisdom" and service has "temperature". Wang Kun said that there are some elderly living alone in the community. After obtaining consent, the urban operation management service center will automatically pay attention to the water consumption of the elderly in the morning and evening. Once it is found that there is no water information, it will give an early warning and push the information to the community staff so that they can contact the elderly for verification in a timely manner. At present, more than 200 elderly people living alone in Rongdong District have received intelligent "cloud protection".

Grass roots governance mechanism continued to innovate, and people's satisfaction steadily increased. Some residents encountered some maladjustment when they moved into their new houses. Guo Junyuan, secretary of the General Party Branch of Ding'an Community, led the staff to carry out a big visit. After collecting residents' opinions, they convened several departments to hold a joint meeting to solve the problem, forming the working method of "one call and one response". Rongdong District improved and promoted the working mechanism of "one call response", and has solved 406 demands of residents since 2023.

Several policies have been implemented, and Xiong'an New Area has gradually turned to the urban management system. The vehicle license plate "Ji X" was landed, and the New Area has a "exclusive" license plate code. The administrative division code 133100 of Hebei Xiong'an New Area was officially applied to the household registration management. Zhang Lei, a resident of Rongdong District, has made a household register for his daughter who was born recently. This is the first batch of household registration pages with the words "Hebei Xiong'an New Area" in the new area, and the first batch of citizen ID numbers with the beginning of 133100.

Walking through the new area, community canteen, elderly care post, health service center, various schools and supermarkets and other convenient services are available. The 15 minute life circle reflects the happiness of residents who are suitable for work and living.

High quality relief development, promoting the implementation of various tasks of relieving Beijing's non capital functions

Workers are shuttling back and forth, and the sound of the machine is booming. In Xiong'an Internet Industrial Park, which undertook the first batch of market-oriented relief projects, buildings are about to be completed. Building 8, Phase I of China Telecom Smart City Industrial Park, has been completed and is expected to be put into use in May this year.

Dredging brings new industries. China Telecom transferred its digital city business to Xiong'an New Area as a whole and established China Telecom Digital City Technology Co., Ltd. "With high-quality solutions to boost high-quality development, the new area is building a global smart city, and new technologies have unique application space." Hu Junjun, head of the company's R&D Department, introduced that the company has developed an intelligent transportation system, built a total of 153 kilometers of large-scale regional digital roads in Rongdong, and explored applications such as unmanned driving.

The carrying capacity and attraction of Xiong'an New Area are increasing. Since the inauguration and operation of Zhongguancun Science Park in Xiong'an New Area for 7 months, more than 30 activities have been launched, including "thousands of enterprises are thriving", and more than 2000 enterprises have been docked, and 70 innovative enterprises have settled in the Science Park.

Behind the cluster development of high-tech enterprises is Xiong'an New Area's acceleration of improving the incubation service chain of science and technology industries and optimizing the innovation ecology. In November 2023, Xiong'an Science and Technology Innovation Center will be put into use, and Xiong'an New Area Science and Technology Achievements Exhibition Center, Science and Technology Achievements Trading and Transformation Service Center, and Intellectual Property Protection Center will operate simultaneously. Today, the New Area has built more than 10 public innovation platforms.

With the implementation of the central package of support policies in Xiong'an New Area, the functions and environment of the New Area to build nests and attract phoenix and undertake relief are increasingly improved.

The implementation of "local integration" services in Jingxiong was accelerated, and 107 services were handled in Beijing and Xiongyang. Xiong'an New Area has formulated 10 supporting policies on land use, housing and talents to ensure that the basic pension insurance benefits, medical insurance benefits and housing provident fund benefits of the evacuees are not lower than those of Beijing in the same period. Up to now, 7025 employees of 150 relief units have paid housing provident fund in Xiong'an New Area.

The construction of key projects has been vigorously promoted, and the pace of undertaking relief has been steady and orderly. At present, China Huaneng and other first batch of enterprises to ease the construction of the headquarters of central enterprises; The construction of Xiong'an District of Peking University People's Hospital, one of the first batch of relief universities and hospitals, including Beijing University of Science and Technology, has been steadily advancing.
