A netizen left a message saying that his two houses, Yuelan Garden and Fengming Dongting Community in Rongxi District, had paid heating fees, but they were not warm in the house. Some elderly people could not stand it but had to turn on the air conditioner for heating. "No one has solved the problem for a long time, and the energy and heat telephone can't be called in.
