In order to implement the relevant deployment of the State Council's Action Plan for Carbon Peak by 2030, the National Development and Reform Commission recently issued the National Carbon Peak Pilot Construction Plan (hereinafter referred to as the Plan), which will select 100 typical representative cities and parks nationwide to carry out carbon peak pilot construction, focusing on solving the bottleneck constraints faced by green and low-carbon development, Explore the carbon peak paths of cities and parks with different resource endowments and development bases, and provide operable, replicable and promotable experience and practices for the whole country.
The Plan focuses on five aspects of pilot construction: determining pilot tasks, planning and proposing pilot construction tasks in key areas such as energy, industry, energy conservation, construction and transportation; In terms of implementing key projects, a number of key projects are planned and implemented in the fields of energy infrastructure, energy-saving and carbon reduction transformation, advanced technology demonstration, resource recycling, etc., forming a strong support for the pilot work; Strengthen scientific and technological innovation, innovate green low-carbon technology promotion and application mechanism, vigorously cultivate green low-carbon industries, and accelerate the formation of new industrial competitive advantages; In terms of improving the policy mechanism, accelerate the establishment and improvement of fiscal, financial, investment, price policies and standard systems conducive to green development; In terms of carrying out nationwide action, we should innovate and explore the system and mechanism of green travel, waste prevention, waste classification, etc.
According to the Plan, taking into account the total amount and growth trend of carbon emissions, economic and social development and other factors in various regions, the first batch of pilot construction of carbon peaking was carried out in 15 provinces, with a total of 35 places, including three in Hebei, Shandong, Inner Mongolia, Guangdong, Jiangsu, Shanxi, Henan, Hubei, Liaoning, Hunan, Heilongjiang, Shaanxi, Zhejiang, Xinjiang Anhui has two each. In principle, the construction subject of pilot cities is cities at prefecture level and above, and the construction subject of pilot parks is parks at provincial level and above.
According to the plan, by 2025, the policy mechanism conducive to green and low-carbon development within the pilot area will be basically constructed, a batch of innovative measures and reform experience that can be operated, copied and promoted will be initially formed, and the carbon peak path of cities and parks with different resource endowments, different development bases and different industrial structures will be basically clear. By 2030, the key tasks, major projects and important reforms of pilot cities and parks will be completed as scheduled, the policy mechanism conducive to green and low-carbon development will be fully established, and the relevant innovation measures and reform experience will play an important role in driving the country's carbon peak goal.
