Information technology is an important driving force for the economic and social development of the world today. The electronic information industry is a strategic, basic and leading pillar industry of the national economy. It plays a very important role in promoting social employment, stimulating economic growth, adjusting the industrial structure, transforming the development mode and maintaining national security. The information industry specifically refers to the industry that transforms information into commodities. It not only includes software, databases, various wireless communication services and online information services, but also includes the publishing of traditional newspapers, books, films and audio-visual products. The production of computers and communication equipment will no longer be included, and will be classified as a branch of the manufacturing industry. The IT industry dominated by the computer and communication equipment industry is usually called the information industry, or the fourth industry. According to the deployment of the Party Leadership Group of the Ministry of Information Industry, the relevant departments and bureaus of the Ministry of Information Industry started to organize forces to study the general idea of the construction of the national electronic information industry base in early 2003. On the basis of a large amount of preliminary research work, the Ministry of Information Industry issued the Opinions on the Construction of National Electronic Information Industry Bases and Industrial Parks and the Administrative Measures for the Identification of National Electronic Information Industry Bases and Industrial Parks (for Trial Implementation) in 2003 after many dialogues between the Ministry and the province, expert discussions and research at ministerial conferences. The introduction of the document has received general response and support from relevant ministries and commissions of the State Council, competent industry departments at all levels, local governments and development zones. The guiding ideology for building the national electronic information industry base and industrial park is: under the guidance of the spirit of the 16th National Congress of the Communist Party of China, seize the historical opportunity of the structural adjustment of the international information industry, China's accession to the WTO and the national priority development of the information industry, adhere to the principle of government guidance and market promotion, cooperation and interaction between the central and local governments, scale expansion and industrial upgrading, While guiding the domestic industry to become bigger and stronger, we should give full play to the agglomeration, radiation and driving effects of regional economy, optimize the investment environment, integrate advantageous resources, develop economies of scale, and enhance core competitiveness. The first batch of 31 national industrial parks identified involves 8 industrial fields, including communication, computer and network products, audio-visual products, household electronic products, integrated circuits, electronic components, electronic devices, and power electronic systems. They are all the leading regions in terms of major economic and technical indicators in various professional fields in China, It is also a gathering area for multinational companies and domestic backbone enterprises in related fields. For example, four national communication industrial parks, including Beijing Yizhuang Economic and Technological Development Zone, have gathered a large number of well-known communication product development and production enterprises at home and abroad, including Nokia, Motorola, Lucent, Samsung, LG, UT Starcom, Huawei, Hisense, Shouxin, Eastcom, etc. According to statistics, the output of mobile phones in the four parks was nearly 100 million in 2004, accounting for about 40% of the total domestic output. At the same time, a large number of high-level communication product technology R&D centers are also concentrated in the park. The R&D strength of 2G, 2.5G and 3G is at the leading level in China, with significant regional competitive advantages. In addition, the first and only 12 inch chip production line in China and 7 of the 9 8-inch lines that have been put into production were gathered in the first five national integrated circuit industrial parks identified. From well-known IC design companies such as Datang Microelectronics, Freescale Powerchip and Zhanxun, to former process enterprises such as SMIC International and Hejian Technology, to world-famous integrated circuit packaging enterprises such as Samsung, AMD, Philips, SunMoon, Alpha Tech, and a large number of integrated circuit materials and equipment enterprises have settled in the park, forming a complete supporting system. In the process of identifying industrial parks, the Ministry of Information Industry attaches great importance to the coordinated development of the east, middle and west. The first batch of national electronic information industrial parks are distributed in 13 provinces and cities nationwide, including 23 in the eastern region, 6 in the central region, and 2 in the western region. Although the number of industrial parks in the central and western regions is small, the level is high. In particular, the central and western governments pay great attention to the development of the electronic information industry, attach great importance to the identification and construction of national industrial parks, actively integrate resources, and issue relevant supporting policies, which gradually play a role in promoting the industrial development in the parks.
