1、 In principle, we agree with the Land and Space Planning of Zhejiang Province (2021-2035) (hereinafter referred to as the "Planning") reviewed and approved by the Ministry of Natural Resources 。 The Planning is a guide for spatial development and a blueprint for sustainable development in Zhejiang Province. It is the basic basis for various development, protection and construction activities. Please organize and implement it carefully. Zhejiang Province is the intersection of the development of the Yangtze River Economic Belt and the integrated development strategy of the Yangtze River Delta, and the pioneer of Chinese modernization. The implementation of the Plan should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the Twentieth National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, adhere to the people as the center, coordinate development and security, promote harmonious coexistence between man and nature, and accelerate the construction of a demonstration area of common prosperity, Efforts will be made to build Zhejiang into an important window to comprehensively demonstrate the advantages of the socialist system with Chinese characteristics in the new era.
2、 Build a solid space foundation for safe development. By 2035, the cultivated land reserve in Zhejiang Province will not be less than 18.76 million mu, of which the permanent basic farmland protection area will not be less than 16.52 million mu; The area of ecological protection red line shall not be less than 36700 square kilometers, of which the area of marine ecological protection red line shall not be less than 14600 square kilometers; The expansion multiple of urban development boundary shall be controlled within 1.3 times of the scale of urban construction land in 2020; The use area of construction land per unit of GDP has decreased by no less than 40%; The total water consumption shall not exceed the national target, including 18.68 billion cubic meters in 2025. Define key prevention and control areas for natural disaster risks, delimit risk control lines such as flood and waterlogging, implement safety guarantee space such as strategic mineral resources, historical and cultural protection, and comprehensively anchor the space bottom line of high-quality development.
3、 Build a land space system supporting the new development pattern. Deeply implement the regional coordinated development strategy, regional major strategy, main function zone strategy, new urbanization strategy, rural revitalization strategy, and promote the formation of a new pattern of land and space development and protection with obvious main functions, complementary advantages, and high-quality development. Deeply integrate into the development of the Yangtze River Economic Belt and the integrated development strategy of the Yangtze River Delta, work together to build the Yangtze River Delta into a leading area for the basic realization of modernization and a new highland for reform and opening up, strengthen the coordinated development with Beijing, Tianjin and Hebei, and the coordinated layout of the construction of the Guangdong, Hong Kong and Macao Greater Bay Area, accelerate the construction of a maritime province, jointly build the "Belt and Road" with high quality, and promote opening up at a higher starting point and at a higher level.
4、 Systematically optimize the land space development and protection pattern. Give play to regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies. We will focus on protecting and building major grain producing areas such as the Hangjiahu Plain, vigorously develop modern urban agriculture in highly urbanized areas, improve the layout of advantageous areas for distinctive agricultural products in southwest Zhejiang, strengthen the construction of distinctive fisheries along the coast of eastern Zhejiang and Zhoushan Islands, and form a green and diversified production space for distinctive agricultural products. Systematically promote the ecological protection and restoration of the Taihu Lake basin, Hangzhou Bay, Zhoushan Islands and other important waters, strictly implement the coastal space protection of Qiantang River, Oujiang River and other important waters, and strengthen the strategic reserve of water resources. We will promote the construction of an ecological and green integrated development demonstration area in the Yangtze River Delta, focus on the Hangzhou and Ningbo metropolitan areas, and support large, medium, and small cities and towns. We will build a multi center, networked, intensive, open, and green regional integrated spatial layout, continue to deepen the "1000 village demonstration, 10000 village renovation" project, create urban and rural life circles, and balance the layout of public service facilities, Reflect the charm and characteristics of Jiangnan, a land of fish and rice, and Zhejiang with mountains and rivers, and build a model of Zhejiang for the modernization of Chinese agriculture and rural areas. Layout strategic emerging industries and future industrial development space, seize the opportunities given by industry digitalization and digital industrialization, build a modern economic system, and strive to build Ningbo Zhoushan Port into a world-class strong port. We will improve the layout of urban and regional disaster risk prevention and control facilities, rationally arrange emergency support facilities, and improve the comprehensive disaster prevention and mitigation security system. We will coordinate the spatial layout of traditional and new infrastructure and build a modern infrastructure network. We will strengthen the overall protection and systematic activation of cultural and natural heritage, improve the spatial protection mechanism of cultural and natural heritage, strengthen the protection of world heritage sites such as the West Lake cultural landscape, the Grand Canal, and the Liangzhu Ancient City site in Hangzhou, build a spatial system for the overall protection of cultural resources, natural resources, and landscape resources, and better transform ecological benefits into economic and social benefits, Promote the construction of ecological civilization in Zhejiang to a new level, and highlight the unique charm of poetry and painting in Zhejiang.
5、 Maintain the seriousness and authority of the plan. The Planning is the overall arrangement for the territorial space of Zhejiang Province, and it is the policy and general outline for the protection, development, utilization and restoration of territorial space of Zhejiang Province. It must be strictly implemented, and no department or individual is allowed to modify or change it at will. According to the requirements of regular physical examination and five-year assessment, improve the monitoring, evaluation and early warning mechanism for the implementation of land and space planning at all levels and all types, and take the planning assessment results as an important basis for the supervision and assessment of the implementation of planning. Establish and improve the linkage mechanism of planning supervision, law enforcement and accountability, and implement planning life-cycle management.
6、 Ensure the implementation of the plan. The People's Government of Zhejiang Province should strengthen organizational leadership, clarify the division of responsibilities, improve the working mechanism, and improve supporting policies and measures. We will print, distribute and publicize the Plan, and strengthen social supervision. Organize and complete the preparation of the overall planning, detailed planning and relevant special planning of land and space at local levels, accelerate the formation of a unified land and space planning system, and coordinate the development and protection of land and space. We will strengthen guidance and constraints on infrastructure such as water conservancy, transportation, energy, agriculture, information, and municipal administration, as well as special planning for public service facilities, military facilities, ecological environment protection, cultural relics protection, and forestry and grassland, coordinate and solve contradictions on the "one map" of land space planning, and reasonably optimize the spatial layout. Establish and improve the system of provincial, municipal and county land and space planning committees, and play a coordinating role in the preparation, implementation and management of land and space planning. In accordance with the requirements of "unified base map, unified standard, unified planning and unified platform", improve the "one map" system of land and space planning and the basic information platform of land and space, build the monitoring network of land and space planning implementation, and improve the digital level of space governance. The Ministry of Natural Resources shall, in accordance with the division of responsibilities, closely coordinate and cooperate with relevant parties, strengthen guidance, supervision and evaluation, and ensure the realization of the objectives and tasks defined in the Plan. All relevant departments should resolutely implement the decision and deployment of the CPC Central Committee and the State Council on the reform of "multi regulation and integration", and should not set up other space plans outside the territorial space planning system. Major issues in the implementation of the Plan shall be reported in a timely manner.
