Project idea
In the Transformation and Upgrading of Jizhou Heating Casting Industrial Cluster (2015-2020), the project preparation team of the Chinese Academy of Mechanical Engineering adheres to the five principles of high-level development, innovative development, cluster development, brand development and green development. Centering on one core, guided by the scientific outlook on development, we will comprehensively implement the development strategy of "self-improvement and leap forward, Hengshui leads the way, and the whole province is promoted". We will accelerate the pace of transformation and upgrading, and build an industrial system with the heating industry as the core and the casting industry as the expansion, with the building of China's heating city as the core. Build "one park and three districts" (large enterprise cluster, small and medium-sized enterprise cluster, and business district (city)), support 81 enterprises to upgrade equipment, management, brand, and capital structure, and guide more than 400 individual businesses to "transform themselves into enterprises" to achieve large-scale development, park entry development, and "retreat from two to three" development. Improve the service platform, enhance the influence of heating brands in Jizhou, create a 10 billion level industrial cluster, and build Jizhou into the "heating capital of China".
Optimize and upgrade the industrial structure of heating casting, expand the heating industry, expand the industrial chain horizontally, break through the dependence of cluster paths, expand the industrial chain vertically, and focus on industrial design System integration and trade circulation; To develop the precision casting industry, take the road of scale and quality, gradually eliminate the traditional heating casting, introduce fully automatic and closed casting equipment and processes, and expand the development of precision casting in the fields of automobile, engineering machinery, high-speed railway, etc.

Project objectives
In three to five years, a heating and casting industry cluster with sustainable competitive advantages and international influence will be initially formed, featuring prominent brand advantages, high-end elements, leading core technologies, leading enterprises, close cooperation, and perfect innovative services. Realize the objectives of expanding industrial scale, optimizing industrial structure, cultivating leading enterprises, improving innovation ability, optimizing ecological environment, etc.
Expand the industrial scale. By 2017, the sales revenue of heating casting industry will exceed 7 billion yuan; By 2020, the sales revenue will exceed 10 billion yuan.
Optimize the industrial structure. By 2017, the sales revenue of non radiator products accounted for more than 30%. By 2020, the sales revenue of non radiator and casting products will account for more than 50%.
Cultivate leading enterprises. By 2017, we will support 60 "small scale upgrading" enterprises, achieve 10 small scale upgrading enterprises, and cultivate one "giant enterprise" with sales revenue of more than 500 million yuan. By 2020, the number of "giant enterprises" will exceed 3.
Improve innovation ability. By 2017, the construction of Hebei Heating Industry Research and Design Institute and Hebei Quality Supervision and Inspection Center will be completed, and more than one national enterprise research and development center, heating materials laboratory, provincial engineering technology center and other innovation platforms will be established. By 2020, improve the functions of research institutes and quality supervision centers, and further improve the quality of innovation platforms.
Optimize the ecological environment. By 2017, the pollutant emission rate of enterprises in the park will reach 100%, and the implementation rate of cleaner production audit will reach 100%; By 2020, the emission intensity of sulfur dioxide will be 20% lower than that in 2013, reaching 2.92kg/10000 yuan of industrial added value, and the comprehensive energy consumption of 10000 yuan of industrial added value will be more than 10% lower than that in 2013, and an ecological park will be built.
