Development objectives
By 2020, a supporting system for the circular economy and low-carbon development of Linfen will be fully formed. The city's industrial structure will become reasonable, the proportion of the secondary industry will decline, the proportion of emerging industries in the manufacturing industry will increase significantly, the clean production process will be widely promoted, the comprehensive utilization of resources will be significantly improved, and a relatively complete urban renewable resources recycling system will be built, The whole society's awareness of resource conservation was further strengthened; The binding indicators of major pollutants have been fully achieved, the structural pollution problem has been effectively controlled, and the environmental quality has been greatly improved; Linfen's circular economy and low-carbon development have been greatly promoted.
By 2020, a clear development path of the heavy chemical industry circular industry chain will be formed in an all-round way. All industrial parks will fully complete the construction of three waste treatment facilities and recycling facilities, realizing the closed-loop development trend of heavy chemical industry.
By 2020, all industrial parks that have been built and are under construction must pass the examination, including product project integration, logistics transmission integration, public auxiliary integration, and environmental protection integration.  
By 2020, the reduction rate of carbon dioxide emissions per unit of GDP will be 45% lower than that in 2005.
By 2020, the pollution source compliance rate of all industrial parks in the city will be 100%; Industrial sewage treatment rate and reuse rate in the park are 100%; Comprehensive utilization rate and disposal rate of industrial solid waste are 100%; The centralized disposal rate of medical waste is 100%; The safe disposal rate of hazardous waste is 100%; Emergency command center shall be built in key industrial parks.  
By 2020, the comprehensive utilization rate of feces of large-scale livestock farms in Linfen will reach 100%, the supporting biogas utilization projects of breeding enterprises will reach more than 90%, and the comprehensive utilization rate of rural straw will reach more than 85%.
