Project Background
Marine engineering, ship and heavy equipment industry is a modern comprehensive industry providing technical equipment for marine development, water transportation, national defense construction and other industries. It is also a labor-intensive, capital intensive and technology intensive industry, which has a strong driving role in the development of upstream and downstream industries such as electromechanical, steel, chemical, shipping, marine resources exploration and mining. It is of great significance to promote employment, develop export trade and safeguard national security. Nantong is close to the river and the sea, and has unique location advantages and good industrial foundation for developing marine engineering, ship and heavy equipment industries.
The province requires Nantong to build an advanced manufacturing base for marine engineering, ships and heavy equipment that is internationally advanced and domestically first-class. In order to fully implement the strategic requirements of the provincial party committee and the provincial government, make full use of the advantages of location, industrial foundation and human resources, accelerate the development of the high-tech, high value-added, high matching rate "100 billion level" industrial plate of marine engineering, ships and heavy equipment, implement the "three high and one large" base project, and improve the design and construction capacity of marine engineering equipment, This planning outline is formulated to strive to build Nantong into an advanced manufacturing base for marine engineering, ships and heavy equipment that is internationally advanced and domestically first-class by 2011.

Project idea
In terms of in-depth analysis of Nantong's regional traffic advantages, marine engineering development foundation and other aspects, the Chinese Academy of Mechanical Engineering believes that the development priorities of Nantong's marine engineering at this stage are:
          1、 Optimize the space layout. In terms of marine engineering, ship building and repair and heavy equipment, two industrial belts of marine engineering, ship building and repair and heavy equipment will be built, focusing on the existing enterprises along the river and along the canal of Jiuwei Port, with due consideration given to coastal areas. First, it starts from Changqingsha, Rugao City in the west and ends at the estuary of the Yangtze River in Qidong City in the east, making full use of the existing Yangtze River coastline to build a "riverside ship building and repair industrial belt" for manufacturing marine engineering equipment, ocean going ships and port machinery products. The second is to focus on the existing backbone enterprises of small and medium-sized ships along the Jiuwei Port and other canals, and build a "riverside ship building and repair industrial belt" for manufacturing inland transport ships, engineering ships, fishing boats and fiberglass boats. In terms of marine supporting industry, five marine supporting equipment manufacturing industry clusters have been formed with special supporting products as the focus. First, Nantong Shipbuilding Industry Cluster. Second, Nantong Marine Engineering, Shipbuilding and Heavy Equipment Manufacturing Industry Cluster. Third, Tongzhou Marine Steel Structure Concentration Area. Fourth, Qidong Shipbuilding and Supporting Industry Cluster. The fifth is Rugao Ship and Supporting Industry Concentration Zone.
2、 Highlight development priorities.
1. Marine engineering equipment. Develop drilling platforms, production platforms, FPSOs, oil unloading ships, crane ships, pipe laying ships, submarine trenching and burying ships, marine supervision ships, diving operation ships, buoy bodies and port machinery products, accelerate the improvement of the design and construction capacity of marine engineering equipment, expand the production of marine engineering supporting products, and form a brand manufacturing enterprise of marine engineering equipment in our city.
2. Ship building and repair and ship supporting.
(1) Shipbuilding. First, stable development of leading products. Focusing on high-tech, high value-added large bulk carriers, oil tankers, container ships and other major ships, we will strengthen product research and development and upgrade, and accelerate the realization of standardization, serialization, branding, and batching. Second, actively develop high-end products. Accelerate the research and development of large liquefied natural gas carriers (LNG), super large fully cooled liquefied petroleum gas carriers (LPG), 10000 container ships, high-speed ro ro passenger ships, super large trailing suction dredgers, chemical tankers, new yachts, luxury yachts and other high-tech and high-value ships, to fill the domestic gap and seize the development opportunities. Actively improve the manufacturing level of special vessels, engineering vessels and workboats such as ocean going fishing vessels and full swing tugs, and expand the market share. Third, promote the development of standardized inland river vessels. Relying on the existing concentration areas, strengthen enterprise integration, focus on the development of environmentally friendly, economic and professional inland ships, promote the standardization of inland ships, vigorously promote river sea combined transport, river river combined transport and the Three Gorges combined transport of high-quality ships, and improve the seaworthiness. (2) Ship repair and refitting. On the basis of developing and repairing and refitting high-tech and high value-added ships, we will accelerate the development of offshore engineering products such as offshore oil drilling platforms. (3) Ship supporting products. Consolidate and upgrade a batch of supporting products with good production foundation and certain advantages. Continue to accelerate the development of marine steel plates, steel structures, hatch covers, marine containers, marine filters, functional modules, diesel engines, cranes, heaters, heat exchangers and other products, upgrade the product grade, and introduce and digest a batch of key marine supporting products. Strengthen cooperation with international brand marine equipment manufacturing companies, and focus on promoting the development of marine auxiliary engines, thrusters, generators, remote control of main engines, gear boxes, incinerators in cabin machinery, desalination devices, communication and navigation equipment and other products. Independent research and development of a number of ship supporting products with large market capacity. It focuses on the research, development and production of marine boilers, fans, valves, distribution boards, electronic instruments, cables, rolling machines and other supporting and equipment products.
3. Heavy equipment manufacturing. Develop the manufacturing of heavy equipment focusing on port machinery, hatch covers, large non-standard steel structures, large forging equipment, large heat treatment equipment, etc., expand the industrial scale through the forward and backward extension of heavy equipment manufacturing enterprises, and form the characteristic plate of our city in the national heavy equipment manufacturing.
