Project Background Daqing High tech Zone started construction in April 1992 and was approved as a national high-tech zone in November of the same year. Since the establishment of the zone, Daqing High tech Zone has always adhered to the purpose of "developing high-tech and realizing industrialization", deeply implemented the development strategy of "second entrepreneurship", and maintained a sustained, rapid and healthy development of various undertakings with high-tech industrialization as the core. In 2009, it was approved to start the construction of the first national innovative science and technology park in Northeast China and the 11th national innovative science and technology park. Therefore, industrial upgrading and economic transformation are needed.

In terms of industrial positioning, we will focus on the development of petrochemical industry based on basic organic chemical industry, polymer chemical industry and fine chemical industry, automobile manufacturing based on vehicle production, parts and new energy vehicles, and new materials based on new metal materials, new chemical materials, and new electronic materials; High end equipment manufacturing focusing on high-end petroleum and petrochemical equipment and high-end agricultural machinery equipment, high-end emerging industries focusing on high precision processing of biology, new energy and agricultural and animal husbandry products, and high-end services focusing on software and service outsourcing, industrial finance, cultural creativity, and modern tourism are three high-end industries with more than 50 billion yuan, forming an industrial pattern of "three main industries and three high".
