In view of the current characteristics of Jiangsu Province, such as large population and small land, high population density, resource shortage, small size of cities and towns, and decentralized layout, break through the traditional small based development model, and clearly put forward the development direction and strategy of urbanization and urban spatial layout of the province in a large-scale and intensive way.

Project Background
In view of the current characteristics of Jiangsu Province, such as large population and small land, high population density, resource shortage, small size of cities and towns, and decentralized layout, break through the traditional small based development model, and clearly put forward the development direction and strategy of urbanization and urban spatial layout of the province in a large-scale and intensive way. Firmly guide the optimization and adjustment of the layout of towns and villages in the province, especially the layout of towns and villages, require towns to reasonably gather in the "three circles and five axes", select the best to cultivate key central towns, make it clear that the total number of towns and villages in the province will be reduced to about 650 by 2020 by the end of the planning period, from about 2000 in the planning reference year, through the scientific and stable merger of towns and villages. The spatial layout structure and adjustment objectives determined by the planning are of great practical significance for the rational agglomeration and intensive development of cities and towns, the protection of ecological environment, and the optimal allocation of resources.
