Independent innovation creates the "national card" of China's high-speed rail in the new era

From the "International Locomotive Museum" to "Created in China", CRRC, which has experienced the development history of China's rail transit equipment for more than 140 years, has explored a characteristic mode of independent innovation of China's equipment manufacturing industry, which has become a microcosm of China's railway equipment manufacturing industry from "standing up" to "strengthening up", and witnessed the century long struggle history of China's equipment manufacturing industry. Recently, people.com.cn interviewed Sun Yongcai, member of the 14th CPPCC National Committee, secretary of the Party Committee and chairman of CRRC Group Co., Ltd., to exchange and discuss issues such as "the core code for the success of China's high-speed railway".

host: We know that "Fuxing high-speed train has taken a critical step from catching up to leading the way". During the development of Fuxing, how does CRRC get rid of foreign technology control and grasp the core of independent innovation?

Sun Yongcai: Not long ago, the first "going global" of China's high-speed railway, the Yawan high-speed railway, ran at a speed of 350 kilometers per hour in Indonesia and was put into commercial operation in October, attracting worldwide attention. Ya'an-Wan'an high-speed train set is a high-speed train tailored for Indonesia based on our technical platform of Fuxing EMU with a speed of 350 km/h.

The Fuxing EMU we are now riding has only been developed since 2012, and it has only been ten years since the formation of pedigree and brand product series, and then China's high-speed rail to the sea.

Fuxing No. 1 should have China's independent intellectual property rights, form China's standard system, and enhance the industry's voice; Second, adapt to China's national conditions and meet the future needs of China's high-speed railway; Third, as the main force of China's high-speed rail "going global" in the future, we should build a set of technologies and products with international competitiveness for bullet trains. We should strive to become an important maker of new competition rules and an important leader of new competition venues.

There are several characteristics here: first, comprehensive autonomy. The core is to create Chinese standards, so that Chinese standards, like other standards, become the general standards of the industry. Among 254 important standards involved in Fuxing, 84% are Chinese standards. At the same time, the overall design of the whole vehicle and the key technical systems such as the car body, bogie, traction, braking and network are all independently developed in China, with completely independent intellectual property rights. The standard means that all Fuxing platform trains can be coupled for operation and interconnected. 96 main equipment of 11 systems of the train have adopted unified Chinese standards and models to realize the exchange of platform product parts.

The second feature is efficient collaboration. The development of Fuxing is a huge systematic project. The reason why we can successfully develop Fuxing reflects the new national system advantage of "concentrating our efforts on major issues". CRRC has always adhered to the deep integration of "politics, production, learning, research and application". At present, it has built 2 national innovation centers, 10 national research and development institutions, 21 national enterprise technology centers, and 18 overseas research and development centers, covering the whole process of product research and development, simulation calculation, test verification, and achievement transformation. During the development of Fuxing, we adopted the "joint fleet" model. The "United Fleet" includes 25 domestic first-class universities, such as Tsinghua University and Peking University, as well as 11 first-class scientific research institutes, such as the Chinese Academy of Sciences and the Academy of Railway Sciences. We have also joined 51 national research laboratories, with 68 academicians and more than 20000 engineering and technical personnel involved, which can be said to work together to tackle key problems, greatly shortening the research and development cycle. At the same time, high-speed railway trains also involve more than 10 industries such as raw materials, electronics and precision instruments. One Fuxing train has more than 40000 parts, radiating more than 2100 important supporting enterprises across the country. CRRC drives collaborative innovation of upstream and downstream enterprises through the industrial chain. The innovation chain is deeply integrated with the industrial chain, forming an efficient industrial innovation ecology.

The third feature is to highlight internationalization. The Chinese standard of Fuxing, on the one hand, shows that it has completely independent intellectual property rights, and there are no disputes over intellectual property rights; On the other hand, Chinese standards also mean stronger compatibility. The operating mileage of high-speed railway in China has reached 42000 kilometers, with the longest line, the widest span, the most changeable climate and the most complex environment. No country in the world has more diversified and complex high-speed railway operating conditions than China. Therefore, Fuxing has gone through many tests, and the formed technical standards are more compatible with railway systems and operating environments in different countries.

The fourth is innovative branding. In the process of high-end product research and development represented by Fuxing, CRRC has established a scientific and technological innovation system of "openness, collaboration, integration, and global layout", and formed a product research and development route of "exploration generation, pre research generation, development generation, and equipment generation". During the "13th Five Year Plan" period, it became the first pilot enterprise of the national science and technology system reform, and undertook 13 projects in 7 directions of the national key research and development plan "Advanced Rail Transit", as well as two major research projects.

host: How did CRRC seize the opportunity of the times to transform from product export to technology export, capital export and global operation?

Sun Yongcai: CRRC's products and services cover 116 countries and regions on six continents. In the past decade, in the face of the impact and challenges brought by the century old changes and the century's epidemic, CRRC has nearly doubled its international business index by deeply participating in the construction of the "Belt and Road".

International business model, we call it upgrading. In the past ten years, CRRC has taken advantage of the "Belt and Road" and the "going global" initiative to make new breakthroughs in the overseas market. Its export products have achieved the transformation from low-end to high-end, and its product categories have changed from single to diversified and individualized, covering high-speed railway, bullet trains, urban rail, locomotives, passenger cars, freight cars, motors Wind power equipment, new energy commercial vehicles and other complete product families. At the same time, with the initial formation of the strategic layout, the overseas market has changed from "guerrilla warfare" to "positional warfare", from "going out" to "going in", the products have been extended to the high-end, the market has been developed widely, and the business model has been expanded to the whole system and the whole life cycle, which also laid the foundation for international operation.

CRRC has also realized localized operation for "going global" and achieved remarkable results. In the past ten years, CRRC has completed the perfect transformation from "going out" to "staying" and then to "guests" from obtaining orders to winning love and respect. From Asia to Africa, from Australia to Europe and the Americas, China's rail transit equipment has woven a network of win-win partners. China Europe regular train, China Laos railway, Ya'an Wanzhou high-speed railway, China Africa railway, etc. have become important ties to connect the world, open cooperation, mutual benefit and win-win results, and cultural integration.

CRRC has also explored the formation of a "five base" model of localized manufacturing, procurement, employment, maintenance and management, and has driven the rail transit industry chain of a city or even a country with the landing of a project.

Relying on the technical advantages of rail transit, CRRC has accelerated the construction of the power engine of the industrial pattern of "double track, double cluster" of rail transit equipment and clean energy equipment. A large number of high-end innovative products representing the development trend of clean energy of CRRC have been "shipped" one after another: 2.5MW direct drive permanent magnet wind turbines have been exported to 13 countries, including Kazakhstan, Pakistan and South Africa, with a cumulative shipment of more than 4GW; The 5.0MW doubly fed wind turbine exported to Kazakhstan can bring 600 million kilowatt hours of clean electricity to the local area every year; The export of new energy light rail vehicles to Argentina will serve the Umavaka Scenic Area, a world cultural heritage; Especially in September this year, the world's first hydrogen energy smart tram started in Kuching, the capital of Sarawak, Malaysia.

In the past decade, the power of China's vehicle use culture integration has narrowed the heart to heart distance between different colors and nationalities, and has established a good bridge and bond for the international operation of enterprises. In 2023, CRRC will plan and carry out a series of activities of "Seeing the World by Train" in 10 countries, including Thailand, Turkey, Laos, Indonesia and Saudi Arabia, and upload practical cases and China's plans for building a community with a shared future for mankind on the "Belt and Road" with the "train" as the link.

host: What is the future production and operation direction of CRRC at the time of "Made in China 2025"?

Sun Yongcai: At present and in the future, CRRC will fully implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the strategic positioning of "one core, two businesses and first-class", focus on the strategic path of "seven new breakthroughs", focus on building a new business development pattern of "double tracks, double clusters" with CRRC characteristics, and strive to achieve the comprehensive leadership of rail transit equipment business and lead the whole system, The development goal of comprehensive leadership and full chain competition in clean energy equipment business is to accelerate the construction of world-class enterprises with outstanding products, outstanding brands, leading innovation, and more prominent modern governance characteristics, and strive to set a benchmark, be a model, and set an example in the construction of a modern industrial system, services, and new development pattern.

host: How does CRRC combine the leadership of party building with its own business?

Sun Yongcai: CRRC has always insisted on comprehensively strengthening the leadership of the Party and strengthening the construction of grass-roots Party organizations, Grass roots organizations at all levels play the role of battle fortress and Party members play the role of vanguard and model.

In addition, in the process of promoting reform and innovation, we have deeply integrated the party building, especially in some major projects, we have established temporary grass-roots party organizations, because many of our projects are from different enterprises, where the project goes, the party building goes, where our products go, our party building goes, especially in the Lalin Railway, In order to ensure the normal operation of trains on the Tibetan plateau, our staff organized local users and suppliers to jointly establish a grass-roots party organization, which played the exemplary role of party members and effectively guaranteed the operation of the Lalin railway line. There are many cases like this. In addition, CRRC incorporated the assessment of Party building into the business assessment, and incorporated the operating results into the assessment of Party building, realizing deep integration.
