Biden lifts the ban on Chinese software such as TikTok and WeChat

US President Biden signed an executive order on the 9th, lifting the previous ban on Chinese applications such as TikTok, a short video social networking platform, WeChat, a mobile application. The new executive order requires the US Department of Commerce to evaluate applications related to "foreign competitors" and "take action as appropriate".

A briefing released by the White House on the 9th said that the executive order aims to provide a standard for identifying and evaluating applications that may pose risks to the national security and sensitive data security of the United States. Applications may cause sensitive data such as personal identity information and genetic information to be leaked to foreign rivals, including China, posing a risk to the data privacy and national security of the United States.

According to the executive order, Biden instructed the Ministry of Commerce to submit two reports to the White House within 120 days and 180 days after the executive order was signed, making recommendations on specific actions and additional administrative and legislative measures.

On August 6, 2020, Trump, the then President of the United States, signed an executive order, saying that any American individual or entity would be prohibited from conducting any transaction with TikTok, WeChat and its Chinese parent company after 45 days.

Chinese response

In response to the US government's unreasonable suppression of TikTok and other applications, Wang Wenbin, a spokesman of the Chinese Foreign Ministry, said: "I have noticed the relevant reports. You can refer to the competent authorities and relevant enterprises for details. As a principle, I can tell you that China has always urged the US side to earnestly respect the principles of market economy and international economic and trade rules, stop generalizing the concept of national security, stop abusing the power of the state to suppress Chinese science and technology enterprises unreasonably, and treat Chinese enterprises fairly, fairly and non discriminatory. The Chinese government will continue to firmly safeguard the legitimate rights and interests of its enterprises. "

On June 10, Gao Feng, a spokesman for the Ministry of Commerce, said that the US side had lifted the previous ban on China's TikTok, WeChat and other applications, which was a positive step in the right direction.

"We noticed that the US side revoked the previous government's relevant administrative orders against TikTok, WeChat and other Chinese applications", Gao Feng said, but the US side also requested to review the security risks of foreign applications, and the CFIUS is still reviewing TikTok. "We hope that the United States will treat Chinese enterprises fairly and avoid politicizing economic and trade issues."
