The Vice President under the Rule of Law refers to the person who is recommended or appointed by the People's Court, the People's Procuratorate, the public security organ, and the judicial administration department, and employed by the education administration department or the school, and holds the post of Vice President in the school to assist in the work of rule of law education, student protection, safety management, crime prevention, and governance according to law.

The system of vice presidents under the rule of law has been popularized throughout the country for more than 20 years. In order to consolidate and comprehensively promote the implementation of the system of vice principals under the rule of law, the Measures for the Appointment and Management of Vice principals under the Rule of Law in Primary and Secondary Schools issued by the Ministry of Education will be officially implemented on May 1, 2022. Practice has proved that the implementation of the system of vice presidents of primary and secondary schools under the rule of law has played an important role in implementing laws and regulations such as the Education Law and the Law on the Prevention of Juvenile Delinquency, promoting the in-depth development of school governance according to law and juvenile education under the rule of law, and protecting the legitimate rights and interests of young people and their healthy growth according to law, which can be said to be of great significance.

A society ruled by law is the basis for building a country ruled by law. The cultivation of the awareness of the rule of law, first of all, lies in the training of schools. Through "sending the law into the campus", let the vice principal of the rule of law be a good propagandist, safety officer and commander in the education process of primary and secondary students, strive to shape the modern legal awareness of young people, actively advocate and promote the modern spirit of the rule of law, and let young people know how to learn, abide by and use the law. In this sense, the vice presidents of the rule of law bear the responsibility of building a society ruled by law.

To be a good vice president of the rule of law and strengthen the rule of law education for young people, the author believes that the following should be done: First, we should pay attention to enhancing interaction. We should integrate the rule of law in school with the practice outside school, adhere to the case theory, and enhance the appeal of students to the rule of law education. We should actively carry out "experiential" rule of law education to improve knowledge, interest and interaction. It is not only necessary to disseminate legal knowledge, but also to make students understand what the socialist rule of law is through lively and interesting language and vivid case teaching, help students establish the concept that the Constitution and law are supreme, everyone is equal before the law, and laws must be obeyed, and cultivate students' ability to act in accordance with the law and safeguard their rights in accordance with the law. By innovating the form of rule of law education and enriching the carrier of rule of law education platform, we will promote rule of law education to be more eye to eye and mind to mind.

Second, we should focus on enhancing the pertinence. In recent years, campus bullying and "campus loans" have occurred from time to time. Therefore, the rule of law education should not be generalized, but focus on specific issues, carry out targeted work, regularly go deep into the school to understand the campus security situation and the legal needs of teachers and students, carry out targeted education, and help students improve their ability to protect their own security. The organic connection with the community, family and society should be well done, and a reasonable protection mechanism for minors in school should be built to create a harmonious campus ruled by law.

Third, we should pay attention to enhancing the regularity. The rule of law lectures held several times a year are far from enough to help students establish the concept of rule of law. We should combine the different characteristics of each school, set up the rule of law curriculum in a planned and targeted way, and truly become the "escort" of the rule of law; In combination with court trial observation activities, open day activities of political and legal organs, campus theme week of rule of law and other activities, students will be provided with immersive experience of rule of law education. At the same time, we should start from the status of vice president of the rule of law, be a regular visitor of the school, provide legal advice for the school, and help the school to prevent and manage actual problems such as campus violence in accordance with the law, in combination with campus security inspection, notification of violations of the law by students and other situations.

A strong youth makes a strong country. The vice president of the rule of law can only keep pace with the times, constantly improve their quality and ability, be a good "navigator" for the growth of young people in the name of love, live up to the mission and honor of the vice president of the rule of law, and let the "vice president of the rule of law" live up to its name.
