Blue Book on the Rule of Law: the number of serious violent crimes in China has dropped significantly

People's Daily Online, Beijing, May 21 (Gao Qingyang) On May 20, the "2024 Rule of Law Blue Book Report on the Development of the Rule of Law in China" (hereinafter referred to as the "Blue Book"), jointly sponsored by the Institute of Law of the Chinese Academy of Social Sciences and the Social Sciences Academic Press, was held in Beijing.

The Blue Book points out that the number of serious violent crimes in China has declined significantly, the crime structure has shown a clear trend of misdemeanor, and the crime situation and criminal social governance have entered a new stage. China is one of the countries with the lowest crime rate and the highest sense of security in the world, and the citizens' sense of public security continues to be at a high level. In 2023, the number of cases seriously endangering national security, such as serious violent crimes, gun explosion related crimes and crimes involving mafia and evil, will decline steadily; New progress and achievements have been made in the governance of intellectual property crimes, telecommunications fraud crimes and corruption crimes.

According to the data, the number of people prosecuted for serious violent crimes by procuratorial organs across the country decreased from 162000 in 1999 to 61000 in 2023, with the proportion declining from 25.1% to 3.6%. In 2023, the number of criminal and public security police reports received by 110 nationwide will decrease by 13.8% year on year.

The Blue Book points out that creating a clean and healthy network environment and combating network violence, network telecom fraud, and network mafia are social problems that are in front of us and need to be solved urgently. In 2023, procuratorial organs nationwide prosecuted 323000 crimes committed by using the Internet, up 36.2% year on year, 51000 telecommunications network fraud crimes, 147000 helping information network crimes, and 19000 online gambling crimes, up 66.9%, 13%, and 5.3% year on year respectively.

At the same time, the national public security organs severely punished online violence and criminal activities such as rumor making and slander according to law, and investigated and dealt with 110 online violence and criminal cases. People's courts at all levels nationwide concluded 32 public prosecution cases of online defamation, with 85 people convicted, up 10.3% and 102.4% year on year respectively. In 2024, cross-border pursuit of cybercrime and interregional international criminal justice cooperation will be the key work in combating cybercrime.
