Not long ago, the National Development and Reform Commission and the Ministry of Housing and Urban Rural Development issued the "14th Five Year Plan" for Urban Sewage Treatment and Resource Utilization Development Plan (hereinafter referred to as the "Plan"), which defined the main development goals of urban sewage treatment and resource utilization during the "14th Five Year Plan" period.

The Plan proposes that by 2025, the domestic sewage direct outlets and blank areas of collection and treatment facilities in urban built-up areas will be basically eliminated, and the national centralized collection rate of urban domestic sewage will strive to reach more than 70%; The urban and county sewage treatment capacity basically meets the needs of economic and social development, and the sewage treatment rate in the county reaches more than 95%; Sewage treatment in water environment sensitive areas basically meets Class A discharge standard; The utilization rate of reclaimed water in water deficient cities at prefecture level and above nationwide will reach more than 25%, that in Beijing Tianjin Hebei region will reach more than 35%, and that in water deficient cities at prefecture level and above in the middle and lower reaches of the Yellow River basin will strive to reach 30%; The level of harmless and resourceful utilization of urban and county sludge has been further improved, and the harmless disposal rate of urban sludge has reached more than 90%; The sewage collection and treatment capacity and sludge harmless disposal level of the Yangtze River Economic Belt, the Yellow River Basin and the organic towns in the Beijing Tianjin Hebei region have significantly improved.

The Plan also specifies that by 2035, the urban domestic sewage collection pipeline network will be basically fully covered, the urban sewage treatment capacity will be fully covered, the harmless disposal of sludge will be fully realized, the resource utilization level of sewage sludge will be significantly improved, the urban sewage will be treated safely and efficiently, and the green, ecological and safe urban water ecological environment will be shared by the whole people.

According to the data, China's urban sewage discharge is about 75 billion cubic meters, and the amount of reclaimed water is only more than 10 billion cubic meters, with huge utilization potential.

Dai Xiaohu, dean and professor of the School of Environmental Science and Engineering of Tongji University, said that the Plan focused on promoting the utilization of sewage as a resource, and set a higher goal for the utilization of renewable water. For example, he said that during the "14th Five Year Plan" period, the production capacity of reclaimed water was no less than 15 million cubic meters per day, which was about 5 percentage points higher than the "13th Five Year Plan" National Urban Sewage Treatment and Recycling Facilities Construction Plan.

Dai Xiaohu stressed that the Plan also provided policy guidance for the use of reclaimed water in the part of safeguard measures. "The government pricing of reclaimed water should be liberalized, and the reclaimed water supply enterprises and users should negotiate pricing independently according to the principle of high quality and good price". On May 6, the National Development and Reform Commission and the Ministry of Housing and Urban Rural Development issued the "Fourteenth Five Year Plan" for the Development of Urban Domestic Waste Classification and Treatment Facilities. By the end of 2025, the national domestic waste classification collection and transportation capacity will reach about 700000 tons/day, basically meeting the needs of municipal and above urban domestic waste classification collection, classification transportation and classification treatment; We will encourage counties where conditions permit to promote the construction of domestic waste classification and treatment facilities.

By the end of 2025, the recycling rate of urban domestic waste in China will reach about 60%. The incineration treatment capacity of urban domestic waste in China has reached about 800000 tons/day, and the incineration treatment capacity of urban domestic waste accounts for about 65%.

Zhang Yi, chairman of China Strategic Emerging Industries Environmental Protection Alliance and member of the Science and Technology Committee of the Ministry of Housing and Urban Rural Development, believes that the above indicators have been improved to a large extent compared with previous requirements. For example, at present, the national domestic waste classification collection and transportation capacity is about 500000 tons, and the Plan proposes the goal of reaching 700000 tons by the end of 2025, which puts great pressure on reaching the standard.

"Since the 11th Five Year Plan, there has been a waste treatment plan every five years, formerly called the National Plan for the Construction of Harmless Treatment Facilities for Urban Domestic Waste. This year, the name has been changed from harmless treatment to classified treatment, which has strengthened the waste classification work and highlighted its importance," said Zhang Yi.

"But this also means that the construction of waste classification facilities system will speed up, revealing many market opportunities." He said, first, the construction of domestic waste classification transportation system will be improved; Second, although the national subsidies for waste incineration fluctuated, the technical route was firmly supported; Third, the market space for the construction of kitchen waste terminal facilities and front-end supporting facilities is large; Fourth, collaborative waste disposal will be developed, such as building vein industrial parks and other comprehensive bases.

The National Development and Reform Commission said that in the next step, it will guide and urge all regions to accelerate the implementation of investment plans and projects within the central budget, form physical workload as soon as possible, effectively give play to the investment benefits within the central budget, and accelerate the construction of ecological civilization.
