People's Daily, April 3, Shanghai (Dong Zhiwen) The Ruijin Second Road street in Huangpu, Shanghai is one of the areas with the highest degree of aging in Shanghai. More than 80% of the houses here are old houses, which once made it difficult for community cadres to register information for houses and personnel. "Party building leads grassroots governance, and it is necessary to weave resources from all sides to maximize efficiency, so as to achieve the maximum function of serving the masses," said Ren Weifeng, secretary of the Party Working Committee of Ruijin Second Road Sub district.

On April 2, Huangpu District Office and Shanghai People's Broadcasting Station jointly held the "Zero Distance Home · Open Wheat" activity. The theme is to deal with everything in an efficient way - "micro governance" of megacities into "micro governance". Qin Chang, chief host of Shanghai People's Broadcasting Station, invited Ren Weifeng, secretary of the Party Working Committee of Ruijin Second Road Sub district, Zhang Yuting, deputy secretary of the Party Working Committee and director of the Management Committee of Juyuan New District, Jiading District, Huang Wei, deputy director of the Urban Transport Center of Xuhui District, Lu Yan, deputy head of the Third Integrated Grid Workstation and deputy head of the Comprehensive Law Enforcement Team of Ruijin Second Road Sub district, professor of the Party School of the Municipal Party Committee Zhao Yong, chief expert of the Research Center for Digital Government Construction, Lu Lei, deputy to the Municipal People's Congress and deputy secretary-general of the Shanghai Information Service Industry Association, and others jointly exchanged views and discussed.

In recent years, Ruijin Second Road Street has explored the grid governance model led by party building, and achieved the continuous improvement of grid governance from "having" to "effective" to "efficient" to "feeling". After four years of exploration, in deepening the grid governance model, Ruijin Second Road Sub district has established five mechanisms, namely, "normalized visit contact, hierarchical and classified problem solving, digital closed-loop disposal, management and service integration, and multi sector collaborative governance", to continuously strengthen the support of the integrated grid for residential areas and micro grids. At present, about 85% of the management cases in the community can be solved by the integrated grid workstation.

Lu Yan, deputy head of the Third Integrated Grid Workstation of Ruijin Second Road Street, said that by opening the database in the street "house management" app on the mobile phone, you can accurately know whether each building and room is for rent or for self occupancy, how many people live in it, and the basic information of each other. "It's hard to do this work in the early stage. Many data are produced by community cadres little by little, but once the database is established, it will be easy to start work."

Zhang Yuting, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Juyuan New Area, Jiading District, introduced the "first floor, three leaders" model of grass-roots multi collaboration in Juyuan New Area. "The first leader is the building leader in the traditional sense, who is very familiar with the residents and has a wide relationship with them. The second leader is the associate leader, who is a young tenant in the corridor, and can give play to the vitality and role of young people. The third leader is the old village leader, who relocated the village branch secretary and team leader who were very prestigious in the original village, and they will help to work together."

Huang Wei, deputy director of Xuhui District Urban Transport Center, said: "In the creation of micro grid, Xuhui locks in the system and mechanism data through the new version of community cloud to ensure that every social worker only sees the data he is responsible for when maintaining these data in his daily work, so as not to cause the overflow of personal privacy data."

"The government should realize that it can't do everything, it needs flexible management, and it needs to recognize the boundaries. Only in this way can important things be done well." Zhao Yong, professor of the Party School of the CPC Shanghai Municipal Committee and chief expert of the Research Center for Digital Government Construction, believes.

The "Zero Distance Home · Open Maid" series activities are an open exchange and interactive platform launched by Huangpu District, focusing on the key, difficult and hot points of the party building leading grass-roots governance, breaking the problem from the construction of the "Zero Distance Home" project in Huangpu District, and inviting people from all walks of life to talk about governance and seek common countermeasures.
