On May 22, the regional law enforcement cooperation regulations jointly formulated by the transportation and judicial administration departments of Sichuan and Chongqing were officially released at the joint meeting of the regional law enforcement cooperation and pilot demonstration summary meeting of Chengdu Chongqing double city economic circle transportation held in Guang'an, which is the first in the national transportation system and marks the deepening of Sichuan Chongqing transportation integration.

The regulations issued this time include the Measures for Regional Law Enforcement Cooperation of Transportation in Sichuan and Chongqing, and the Rules for Obtaining Evidence of Administrative Law Enforcement of Transportation in Sichuan and Chongqing. From the level of law enforcement process and specific operation, the regulations clarify the cooperation matters such as jurisdiction determination, case transfer, behavior copying, entrusted evidence collection, and entrusted service.

The relevant person in charge of Sichuan Provincial Department of Transportation said that the traffic and transportation law enforcement objects are highly mobile, and cross regional coordinated law enforcement can be more effective in law enforcement and supervision. Previously, Sichuan and Chongqing have cooperated in law enforcement behavior, but there is no policy support for mutual recognition of law enforcement results. In the future, the law enforcement results of the two places can be mutually recognized, forming a joint regulatory force.

In 2023, the Ministry of Transport will launch the pilot demonstration of regional law enforcement cooperation in transportation, and Chengdu Chongqing region will be identified as one of the five pilot demonstration areas in China. The regional law enforcement cooperation regulations released this time are just one of the pilot results of Sichuan and Chongqing. In terms of cooperation and co governance of traffic law enforcement, the transportation departments of the two places focused on the pain points such as "different punishments for the same case", promoted the unification of regional law enforcement standards, took the lead in formulating and issuing discretionary benchmarks, and unified the discretionary circumstances and punishment extent of more than 30 high-frequency law enforcement matters such as over limit transportation and illegal operation; 72 minor violations were identified, which were unified into five categories: no coercion, no punishment, mitigated punishment, lighter punishment, heavier punishment, etc.
