In 2024, the activity of new energy vehicles going to the countryside has begun. On May 15, the Ministry of Industry and Information Technology and other five departments jointly issued the Notice on Carrying out New Energy Vehicles Going to the Countryside Activities in 2024 (hereinafter referred to as the "Notice") to organize and carry out new energy vehicles going to the countryside activities in 2024. This activity will be held from May to December 2024, and a total of 99 new energy vehicle models will be selected to participate in the activity.

While the growth rate of the urban market is slowing down, new energy vehicles still have a large growth space in the rural market. According to the statistics of the Charging and Replacing Branch of the China Automobile Industry Association, the penetration rate of rural electric vehicles will increase from 4% to 17% from 2022 to 2023. Although it is still a long way from the penetration rate of more than 30% in the first tier cities, the growth rate is significantly higher than that in the urban market.

In order to speed up the improvement of the consumption and use of new energy vehicles in rural areas, this year's activities will further sink to the county level, and a number of typical county cities with low promotion and application ratio of new energy vehicles and great market potential in the future will be selected to hold a number of special events; Take this as the center to radiate surrounding towns and villages, and carry out several characteristic activities in combination with the actual situation of the region to form a "1+N" activity layout.

In the form of activities, the combination of "on-site+cloud" is adopted. The "offline" activities are carried out through the combination of typical county specific activities and surrounding township featured activities. "Online" activities mainly include online exhibitions, live interactions, etc., which are carried out through e-commerce and Internet platforms in cooperation with offline activities.

In terms of model selection, the notice proposed to select new energy vehicle models suitable for the rural market, with good reputation and reliable quality, carry out centralized exhibitions, test drives and other activities, enrich the consumption experience and provide diversified choices. Among the 99 models selected this year, Hongqi E-QM5, Xiaopeng P5, GAC Ai'an Y Plus, BYD Yuan Plus, Dongfeng Nano BOX, Geekrypton 001, Wuling Hongguang MINIEV and other popular models. Among them, there are both micro electric vehicles with a price of less than 50000 yuan and compact SUVs with a price of more than 200000 yuan; There are both independent brands and joint venture brands; There are both passenger cars and commercial vehicles to meet different needs.

What kind of new energy vehicles are in great demand in the county and township markets? According to the data of the National Passenger Car Market Information Joint Conference, the sales of A00 class cars in the township market currently account for about 36% of the whole county and township markets, and A0 class cars account for about 32%, far higher than the proportion of small and micro electric vehicles in the urban market. For rural consumers, small and micro electric vehicles have great advantages of low purchase cost, low use cost and low maintenance cost. Zhang Hong, a member of the expert committee of the China Automobile Circulation Association, said that consumers in rural areas are highly sensitive to price, so that the price of cars can be lowered and affordable for rural consumers, which is a breakthrough for new energy vehicles to go to the countryside.

Let new energy vehicles go to the countryside smoothly. The construction of charging and power exchange infrastructure system should go first, and the sales and service network should also follow. In May 2023, the National Development and Reform Commission and the National Energy Administration formulated the Implementation Opinions on Accelerating the Construction of Charging Infrastructure to Better Support the New Energy Vehicles Going to the Countryside and Rural Revitalization, pointing out that there are still problems in the vast rural areas, such as insufficient construction of public charging infrastructure, difficulties in the installation and sharing of charging facilities in residential communities, and outstanding contradiction between supply and demand in different periods, This has restricted the release of the consumption potential of new energy vehicles in rural areas. After nearly a year, remarkable achievements have been made in the construction of charging piles in many rural areas throughout the country. According to the data of China Southern Power Grid, Guangdong, Guangxi, Hainan, Guizhou, Yunnan and other provinces have achieved full coverage of charging infrastructure in villages and towns, and the average service radius of township charging has been shortened to more than 20 kilometers.

Zhang Hong said that when new energy vehicles go to the countryside, they should not only go to the countryside with products, but also form a joint effort with relevant enterprises to upgrade the service model and improve the after-sales service guarantee capability and scope. The notice encourages all new energy vehicle manufacturing enterprises, sales enterprises, financial institutions, charging and replacing facilities enterprises, sales and after-sales service enterprises to actively participate in the promotion plan and establish a perfect after-sales service system in combination with the support policies such as the old for new and the county charging and replacing facilities.
